Abstract/Summary:
Social protection of civil servants is a research work studying the effects of various social risks which occur to personnel in public service during their professional career.;The subject matter is discussed within a wider framework, namely the funding of social security. From this viewpoint the author stresses that the current system contradicts the basic principle of solidarity.;Study on the applicability of social security confirms the close relation between compulsory contributions to the system and the right to benefits.;With regard to specific protective measures for personnel in active public service, a distinction has been made between supplementary allowances and different types of replacement income. The author illustrates that public servants who do not hold a permanent appointment, are put at an unfair disadvantage. Thorough examination of the problem warrants complete standardization of regulations concerning health care, family and child benefits, and holiday pay. Current schemes for state officials in case of illness or accident, redundancy, and annual vacation were compared with regulations applying to civil servants from local services or other public statutory bodies. The results of a field survey justify the introduction of a uniform statute. The possibility of bringing regulations for public servants into allignment with the general system is also assessed.;Since current legislation has two parallel schemes for industrial accidents and occupational diseases, this subject matter was ideal for proving--by means of exhaustive comparative research--that complete harmonization is possible. Finally, suggestions are formulated in favour of a uniform and clearer system of social security in Belgium, thus abolishing distinctions between employees from the private and public sector.
