The public servants(all authorized strength included)challenge system issued the main core of the public servant personnel management system,at this course,the township servant agencies and their employees as the special crew that facing the pubic problems directly,to maintain the social justice,and to keep the balance even,we have to reduce the personal relations impact the social resource,and that is the key to win a well administrated society.Since ancient times,the challenge system of civil servants in the China political arena will play a key role in our country,and put forward "the rule of law,the all-round comprehensive deepening of reform ideas and requirements,the challenge system of township civil servants is an important focal point of reform,it is an important part of improve the personnel management system of scientific process,is the inevitable requirement of promoting the process of the rule of law,but also to promote social fairness and justice is the key management all situation,explore Chinese grass-roots unit administration current situation performance and seek the problem cause,ask for the safe countermeasure of scene and imitate the pattern and feasible route.This paper is divided into five parts.The first part mainly to write this article to research background and significance of township civil servants assignment problem,based on the present situation of relevant research both at home and abroad,meanwhile put forward the innovation points;Listed in the second part is the related concepts and theories,this paper research on the basic concept of civil servants for avoiding related basic concepts,as well as the public administration and public service theory as the theoretical support;The third part set Huludao city as an example,through questionnaire investigation and visit,with data and example to clarify the current status and problems of township public servants challenge system problems;The fourth part is according to the township public servants challenge system problem existing in the analysis of the conflicts,the implementation of the system,analyzes the recognition degree from four aspects;The fifth part as the focus,this paper emphatically expounds the countermeasures to solve the problem of township public servants challenge system,from how to improve the understanding,also reasonably settle the conflict of geographical relationship and the electoral system,how to further strengthen the office to avoid the implementation of the at the township level,and how to improve the township public servants on the degree of recognition for avoiding these four aspects,to solve the problem of township public servants challenge system.
