Promoting the development of the Yangtze River Economic Belt is a major national strategy put forward by the Party Central Committee and the State Council,and it has great practical significance and far-reaching historical significance.The strategy of the Yangtze River Economic Belt is proposed in the context of both international and domestic issues.It is a major decision-making arrangement that benefits both the current and the long-term.Promoting the development of the Yangtze River Economic Belt is an important manifestation of the implementation of the "five in one" overall layout and the "four comprehensive" strategic layout.It is a model blueprint for practicing the new development concept and promoting the transformation of old and new kinetic energy.It is also important for China to rationalize the economic system and mechanism.The demonstration area provides new strategic support for coordinating national development.Under the background of the important national strategy of promoting the development of the Yangtze River Economic Belt in the new era,the ecological environment problem which is in the overwhelming position of the Yangtze River Economic Belt is taken as the research object.Starting from the problem orientation,this paper focuses on the issue of environmental synergy governance in the Yangtze River Economic Belt.Based on the basic theory and the existing research,this paper analyzes the problems existing in the current ecological environment governance of the Yangtze River Economic Belt,and proposes that the key to environmental governance in the Yangtze River Economic Belt lies in coordinated governance.In this paper,the super-efficient SBM model is used to evaluate the environmental management status of the Yangtze River Economic Belt.The capacity structure model is used to quantitatively calculate and evaluate the environmental synergy of the Yangtze River Economic Belt.The calculated environmental governance synergy index is the explanatory variable.Based on the theoretical assumptions,the static panel model and dynamic panel model are used to empirically analyze the influencing factors of collaborative governance.The paper studies the experience of environmental synergy management in foreign large rivers,and puts forward the countermeasures to promote the environmental coordinated management of the Yangtze River economic belt.(1)Based on the definitions of related concepts and literatures such as environmental and environmental governance,environmental synergy,basin economy,Yangtze River Basin and Yangtze River Economic Belt,the thesis studies the theoretical basis of environmental synergy research in the Yangtze River Economic Belt,mainly the theory of watershed development.Yangtze River Economic Belt Development Theory,Environmental Governance Theory,Ecological Compensation Theory and Synergy Theory.(2)The status of environmental governance in the Yangtze River Economic Belt was analyzed and evaluated.The characteristics of economic development of the 11 provinces and cities in the Yangtze River Economic Belt,the water quality of the Yangtze River mainstream,the environmental governance investment of the Yangtze River Economic Belt,and the environmental management efficiency of the Yangtze River Economic Belt were analyzed.The Tapio decoupling model of the Yangtze River Economic Belt was established,and the environmental governance and economic development of the Yangtze River Economic Belt were analyzed.The decoupling state;the conclusion is: the imbalance of economic development in the upper,middle and lower reaches of the Yangtze River Economic Belt will affect the achievement of the goal of environmental synergy to a certain extent;the continuous deterioration of the water quality of the Yangtze River has not been effectively curbed.The ecological environment is still grim;the investment intensity of environmental governance in the Yangtze River Economic Belt is lower than the national average,and the level of environmental governance investment is in sharp contrast with the level of environmental pollution;the environmental governance efficiency of the Yangtze River Economic Belt is still not high,upper,middle and lower reaches.The interest compensation mechanism has not yet been formed;the dependence of the economic growth of the Yangtze River Economic Belt on fossil energy has generally experienced a process from strong to weak during the study period,but the regional differences are large,which will affect the carbon emission reduction of the Yangtze River Economic Belt.Cooperation;the Yangtze River Economic Belt is not balanced Coordination issues outstanding,basin-wide environmental collaborative governance lack of effective co-ordination.(3)The quantitative analysis of the environmental governance capacity of the Yangtze River Economic Belt was carried out,and the spatial and temporal trends and associated models of environmental synergy management capabilities were revealed.The evaluation index system of green development and environmental governance in the Yangtze River Economic Belt was constructed.The capacity structure relationship model was used to evaluate the urban green development and environmental governance capacity structure of 110 cities above the prefecture level in the Yangtze River Economic Belt,and to reveal the different cities of the Yangtze River Economic Belt from the perspective of time and space.On the basis of the balance and matching degree of the inter-environmental collaborative governance capacity structure,on the basis of this,it analyzes the relative change trend and the time-space correlation model of the benefits of the different cities in the Yangtze River Economic Belt in the cooperation between green development and environmental governance.The study found that the overall green development and environmental governance capacity pattern of the Yangtze River Economic Belt has not changed much during the research period.The green development and environmental governance capacity of the Yangtze River Economic Belt and the urban economic development level show a strong spatial consistency;urban environmental governance has certain The economies of scale,large cities are more conducive to green development and environmental governance;the number of cities in the initial stage of the total benefit value of environmental synergy continues to decrease,and the value of environmental synergies between cities within the province has improved significantly,but overall In view of the fact,the average environmental synergy between cities in the Yangtze River Economic Belt is still not high;the benefits of environmental synergy between Shanghai,Wuhan,Chongqing and the Yangtze River Economic Belt have obvious spatial differences.(4)Influencing factors of environmental synergy in the Yangtze River Economic Belt.On the basis of calculating the environmental synergy index of the Yangtze River Economic Belt,the changes of the Yangtze River Economic Belt from 2007 to 2016 were analyzed firstly.The influencing factors affecting the synergy index were analyzed theoretically,and the research hypothesis was put forward.Through the establishment of static and dynamic panel models,the experimental hypothesis was tested empirically,and the research conclusions were further confirmed by the robustness test.(5)Experience and enlightenment of environmental synergy management in foreign large river basins.Taking the Rhine River Basin,the Mississippi River Basin and the Thames River Basin as examples,the experience of collaborative environmental management in foreign river basins was studied.The enlightenment to China is: to optimize the organizational structure of the river basin collaborative governance system,to define the authority and responsibility system of the river basin management organization in a legal form;to establish a water quality monitoring and early warning mechanism and evaluation mechanism,to establish an information disclosure platform for water environment governance;To promote the coordinated management of multi-agents of water pollution in river basins;improve the sewage permit system,strictly determine the emission standards of pollution sources,prevent water pollution from the source;implement market-oriented adjustment mechanism,improve the water emission trading system;establish a sound multi-dimensional longterm ecological environment in the upper and lower reaches of the basin Compensation Mechanism.(6)The countermeasures to promote the coordinated environmental management of the Yangtze River Economic Belt were put forward.The key to environmental governance in the Yangtze River Economic Belt lies in coordinated governance.The Yangtze River Economic Belt is an overall system.The provinces and cities within the economic belt are subsystems.To make the overall system of the Yangtze River Economic Belt run stably and the environment is effectively managed,all provinces and cities need to cooperate with each other and participate in environmental work according to certain regulations to form a synergistic effect.In the end,the ecological environment will be effectively managed and stabilized for a long time.Therefore,it is necessary to establish a "one chess game" idea,improve the top-level design,and form a top-level synergy;establish a cross-provincial coordination mechanism for environmental governance;establish and improve an ecological compensation mechanism;and further promote the improvement of the Hezhang and Huzhang system.The main conclusions of this study are:(1)The environmental management efficiency of the nine provinces and two cities in the Yangtze River Economic Belt has generally stabilized and increased,but the overall environmental management efficiency of the Yangtze River Economic Belt is still not high.There are large regional differences in the environmental management efficiency of the Yangtze River Economic Belt.From the perspective of the average environmental governance efficiency during the study period,the lower Yangtze River is higher than the upper reaches of the Yangtze River and the upper reaches of the Yangtze River,and the environmental management efficiency of the middle reaches of the Yangtze River and the upper reaches of the Yangtze River are different.The decoupling elasticity of carbon emission intensity in the middle and lower reaches of the Yangtze River Economic Belt has gradually decreased.In the Yangtze River Economic Belt,whether it is upstream or downstream,the decoupling elasticity of carbon emission intensity is gradually reduced in three stages,and its elastic value is less than zero,that is,it is in a strong decoupling state.This shows that with the continuous deepening of economic restructuring,the economic growth of the provinces and cities along the Yangtze River Economic Belt is gradually reducing the dependence on energy.The construction of resource-saving and environment-friendly society has achieved some positive achievements.(2)The total benefit value of the environmental co-governance in the Yangtze River Economic Belt is decreasing to zero in the initial stage,and the total benefit value of co-governance in the higher and advanced stages increased from 0.87% and 0.63%of the research base period to 7.12% and 9.04% of the end of the study.The benefits of environmental co-governance within the same province have been significantly improved,but overall,the average environmental synergy benefit between cities in the Yangtze River Economic Zone is still not high,only 3.5931 in 2016 The governance benefit value and the benefit ratio are significantly different.This shows that the level of environmental synergy in the Yangtze River Economic Belt is still not high.The degree of environmental synergy in the Yangtze River Economic Belt fully reflects the externalities of the ecological environment protection and governance of the cities in the Yangtze River Economic Belt.It is essentially the organic coupling of the ecological environment benefits in the local and regional spatial scale effects.(3)The environmental synergy index is affected by many factors.The environmental synergy index will decrease first and then increase with the level of economic development.This is in line with the transformation of the economic development model of the Yangtze River Economic Belt.In the early stage of economic development,the development model was dominated by extensive economy,environmental pollution was serious,and the level of coordinated governance continued to decrease.When the economic development mode gradually changed and more emphasis was placed on green development,the environmental governance synergy index also began to pick up.Environmental pollution has an positive effect on the synergy index,and the more serious the environmental pollution,the lower the level of synergistic governance.The local fiscal situation has a positive effect on the synergy index,that is,the more fiscal revenue,the more the synergy index can be promoted.The role of the level of openness to the synergy index is also positive,but its role is small and not significant.The impact of industrial structure on the environmental synergy index is not obvious.
