Research On The Problem Of Co-governance Of The Cross-regional Ecological Environment In The Yangtze River Economic Belt

Cross-regional ecological environmental governance is a complex system engineering.The Yangtze River Economic Belt is located in the middle of China.The total land area of the economic belts accounts for 21%of the China,The contribution of GDP and population exceeds 40%of the nationa.It is an important growth pole for China's economic development.However,published data show that the ecological environment in the Yangtze River is not optimistic.In the current governance level,the improvement is based on the Yangtze River Economic Belt as a unit,coordinated development in different regions as a condition,and a co-governance mechanism that aims at the optimization of the interests of various governance entities and the improvement of the overall ecological level,to change the current division of the Yangtze River Economic Zone.The multi-sectoral governance model,the coordination of the interests of various entities,and the realization of the sustainable development of the economic belt are of great theoretical and practical significance.In current governance,improve the co-government mechanism based on the Yangtze River Economic Belt as a unit,coordinated development in different regions as a condition,and aims at the optimization of the interests of various governance entities and the improvement of the overall ecological level,This is of great theoretical and practical significance for changing the current division of the Yangtze River Economic Zone and realizing the sustainable development of the economic belt.This article uses a combination of static analysis and dynamic analysis,empirical research and normative research.Based on the theory of coordinated governance and multi-center governance,focuses on the ecological and environmental governance of the Yangtze River Economic Belt.Logical thinking follows the sequence of discovering problems,analyzing problems,and solving problems.First of all,based on a thorough understanding of the basic situation of the Yangtze River Economic Belt and the status quo of the ecological environment,it is found that there are many difficulties in the process of ecological environment governance;secondly,the existing limitations in the ecological environment governance model of the economic belt are objectively analyzed;again,through learning and developed country's experience in river basin governace,combined with the actual situation in China,has extracted five lessons that are worth learning from.Finally,it puts forward suggestions for improving the ecological and environmental governance of the Yangtze River Economic Belt,including:Encouraging multiple entities to participate in,improving relevant laws and regulations,Improving dialogue and communication mechanisms,optimizing competition relationships among local governments,strengthening supervision and accountability mechanisms,and innovating cross-regional ecological compensation mechanisms.The main innovation of the thesis lies in enriching the basic framework of cross-regional eco-environmental governance and improving the countermeasures for the co-governance of the eco-environment in the Yangtze River Economic Belt.However,the cross-regional eco-environmental co-governance is a long-term process of cooperation and competition between multi-subjects and inter-departments,a process need to gradual update over time.Improve the ecological environment of the Yangtze River Economic Belt co-governance and achieve sustainable green development across regions requires more exploration and practice.
