| According to the Circular on Deepening the Cooperation between Government and Social Capital in the Field of Public Services(Caijin [2016] No.90)issued by the Ministry of Finance,PPP(Public-Private Partnership)mode should be applied“compulsorily” to new projects in the field of garbage disposal.By March 28,2020,there were 518 PPP projects of various types of garbage disposal in the country.Among them,there are 94 national demonstration projects with total investment exceeding 60 billion yuan.Therefore,the PPP project of garbage disposal has begun to really affect people's lives.The government's regulation of PPP projects for garbage disposal will affect the comfort,satisfaction and happiness of residents.In order to effectively regulate PPP projects,the government needs to identify various possible factors that affect social capital decision-making during project implementation,and implement incentive regulation on social capital according to its characteristics.In the garbage disposal service,residents are not only the direct producers of domestic garbage,but also the customers who enjoy the service.Peter Drucker regards customers as the cornerstone of the enterprise and the center of all activities.In the commercial field,the customer-oriented theory holds that the characteristics of consumer behavior will affect the decision-making of products and services,and enterprises need to combine the characteristics of customer behavior for product design,production and marketing pricing.In the field of public service,the attention to service efficiency,service quality and service responsibility drives the government to pay more and more attention to the characteristics of public behavior.Residents' environmental behaviors in garbage disposal services directly affect the types,distribution and structure of domestic garbage,and garbage disposal services for the purpose of garbage disposal need to adapt to this change and make adaptive adjustments.In the traditional garbage disposal service management mode,the government is fully responsible for garbage cleaning,collection,transportation and disposal.The government can automatically bear the consequences of residents' environmental behavior by adjusting the service supply.Residents are customers of PPP project services for garbage disposal.If the residents' environmental behavior will not change during the operation of the project,both government and enterprises can negotiate the project contract according to the initial characteristics of residents' environmental behavior.If the residents' environmental behavior changes,the privatization of public services will promote social capital to integrate rich market experience with traditional public services and make decisions on the cost,price and supply of garbage disposal services according to the characteristics of residents' environmental behavior.When regulating garbage disposal services,the government lacks the experience and habit of bringing residents' environmental behavior into the analysis system.So,will the residents' environmental behavior change during the project operation? How will these possible changes affect the PPP project of garbage disposal? If the government wants to drive social capital to make more efforts,reduce service costs and improve service quality,how will these changes affect the government's implementation of incentive regulations? In order to maximize social welfare,how should the government formulate policies?Based on the time heterogeneity of residents' environmental behavior,this paper analyzes the impact of residents' environmental behavior on PPP projects of garbage disposal from the perspective of cost and price incentive regulation,and provides suggestions for standardizing the operation of PPP projects and improving the performance of garbage disposal services.The full text is divided into seven chapters.Chapter 1: Introduction.This chapter introduces the research background and significance of the paper,the definition of relevant concepts,research content,research methods and research routes,as well as the innovations of this paper.This chapter clarifies the research boundary,theme and direction based on the impact of residents' environmental behavior on the price incentive regulation of waste disposal PPP project.Chapter 2: Literature review and research review.This chapter systematically reviews the domestic and foreign research literature in four aspects,including waste disposal PPP project,PPP project stakeholders,PPP project price regulation and residents' environmental behavior.It finds that the existing research has some deficiencies,such as the theoretical framework of price incentive regulation analysis of waste disposal PPP project based on residents' environmental behavior has not been constructed,the influencing factors of waste disposal PPP project cost have not considered the change of service model,and the relationship between residents' environmental behavior and waste disposal service cost in the removal phase lacks empirical research results.Chapter 3: Theoretical basis and theoretical analysis framework.In this chapter,the research logic of the paper is elaborated based on the combination of the privatization theory of public goods,stakeholder theory,customer-oriented theory in public service,residents' environmental behavior theory and incentive regulation theory,and the theoretical analysis framework of the paper is constructed.Chapter 4: Heterogeneity Analysis of Residents' Environmental Behavior in Waste Disposal Field.This chapter analyzes the heterogeneity of residents' environmental behavior in the field of waste disposal to judge the possibility of future changes.Specifically divided into three parts: First,according to the domestic and foreign literature,combing the list of residents' environmental behavior in the field of garbage disposal,and developing a survey questionnaire;Then,through investigation,the change information of residents' environmental behavior is obtained;Finally,the research information is analyzed to judge the possible future changes of residents' environmental behavior.Chapter 5: Impact of Residents' Environmental Behavior on PPP Project Cost of Waste Disposal.This chapter is based on heterogeneity analysis to judge the impact of changes in residents' environmental behavior on the cost of waste disposal PPP project,which consists of two parts: the first part is based on the classification of residents' environmental behavior for theoretical analysis,and the second part is based on the cost function in incentive regulation theory for empirical analysis.Chapter 6: Price Incentive Regulation Analysis of Waste Disposal PPP Project Based on Residents' Environmental Behavior.This chapter studies the impact of residents' environmental behavior on the price incentive regulation of waste disposal PPP project.It consists of five parts.Firstly,it draws up the research premise hypothesis according to the incentive regulation theory of Laffont and Tirole and the practice of China's waste disposal PPP project;Secondly,price incentive regulation analysis is carried out on the PPP project of garbage disposal without considering the residents' environmental behavior;Secondly,price incentive regulation analysis is carried out on the PPP project of garbage disposal under the consideration of residents' environmental behavior;Thirdly,comparing the results of price incentive regulation under the two conditions,the influence of residents' environmental behavior on price incentive regulation of waste disposal PPP project is judged logically;Finally,the analysis results are simulated to verify the impact of residents' environmental behavior on the total utility of social capital,current utility of social capital,transfer payment,social capital effort,service quantity,service quality,average variable cost and social capital type of the waste disposal PPP project.Chapter 7: Research conclusions,suggestions and prospects.This chapter summarizes the research conclusions,puts forward relevant suggestions,and looks forward to the research direction combined with the lack of research.The research conclusions of this paper are as follows:(1)Residents' environmental behavior will change in the future with significant group characteristics,and different categories of residents' environmental behavior may show similar change trend.(2)Residents' environmental behavior and social capital efforts have a significant impact on service costs.The improvement of service quality mainly depends on the increase of service quantity and the improvement of residents' environmental behavior.(3)If the government and social capital are in a state of information symmetry,the residents' environmental behavior has no influence on the service quantity,service quality and social capital effort level of PPP projects for garbage disposal,and the government incentive regulation results in maximizing social welfare.When the information of government and social capital is asymmetric,residents' environmental behavior will have an impact on the service quantity,service quality,social capital effort level,current utility,total utility,next utility and transfer payment of social capital.In addition,the unverifiable quality of service urges social capital to attach importance to the current quality of garbage disposal services.The innovation of this article:(1)It expands the theoretical analysis framework of incentive regulation analysis for PPP projects of garbage disposal.It is an effective way to improve the energy efficiency of government governance to implement incentive regulation on public services entering the privatization stage by combining various variables.The environmental behavior of residents directly affects the garbage disposal service,which may further affect the incentive regulation of PPP projects for garbage disposal.However,the existing research on residents' environmental behavior,PPP project of garbage disposal and incentive regulation of public services are three relatively independent research fields.The research on residents' environmental behavior focuses on discussing the influencing factors and mechanism of behavior,and pays little attention to its impact on PPP projects of garbage disposal.The research on PPP project price of garbage disposal mainly involves the price influencing factors and the evaluation of policy effect,and seldom considers the residents' environmental behavior and its incentive regulation on social capital.Incentive research discusses the mechanism of action among important variables of public services when maximizing social welfare,but rarely analyzes it in combination with garbage disposal services.On the basis of Laffont and Tirole's incentive regulation theory and privatization theory of public goods,this paper extends from privatization theory of public goods to stakeholder theory,and combines with customer-oriented theory in public services to identify residents' environmental behavior variables,thus introducing residents' environmental behavior theory,according to the theoretical analysis thinking from theoretical basis to action mechanism to influence path.This paper constructs the basic theoretical framework for analyzing the influence mechanism of residents' environmental behavior on price incentive regulation of PPP projects for garbage disposal,and realizes the logical integration of residents' environmental behavior,PPP projects for garbage disposal and price incentive regulation analysis at the theoretical level,which lays a foundation for the empirical research of this paper.(2)Improve the research method of influencing factors of PPP project cost of garbage disposal.Existing studies mainly focus on the quantity and quality of services,depending on the government supply model,when analyzing the influencing factors of China's garbage disposal service cost.The incentive regulation theories of Laffont and Tirole take the four variables of service quantity,service quality,social capital effort and technical level as the influencing factors of public service cost and build a model.However,at the early stage of the formation of incentive regulation theory,it is mainly used to analyze the formation and decision-making mechanism of incumbent and entrant of telecommunication services in terms of technology,effort level,cost and price.When the theory of incentive regulation is combined with the theory of privatization of public goods,in order to make the conclusion more universal and convey the core idea of the theory,the founders of the theory abandon the characteristics of different industries and different public services,only extract the commonness of regulation,and are highly concise in variable expression and analysis constraints.If the theory of incentive regulation is applied to specific industries,it needs to be adjusted adaptively according to industry characteristics and regulatory environment.In this paper,the incentive regulation analysis integrates the practice of China's garbage disposal service and PPP project regulation.According to the customer-oriented theory in public service,a five-factor model of residents' environmental behavior formation is added to the four-factor model of garbage disposal service cost,which complements and improves the influencing factors of existing garbage disposal PPP project cost.In addition,there are two ways to describe the residents' environmental behavior,either to describe all the behaviors of residents that have an impact on the natural environment in general or to analyze the behaviors of residents in specific scenes such as tourism and work in detail,but there are few research results in the field of garbage disposal.When measuring residents' environmental behavior,combining with academic research and practical practice,this paper first screens out the list of residents' environmental behavior in the field of garbage disposal by combing the relevant regulations in domestic and foreign literature and garbage disposal practice,and then extracts public factors as measurement indicators of residents' environmental behavior according to the survey data for subsequent analysis,thus constructing a new indicator system of residents' environmental behavior in the field of garbage disposal.(3)Enriched the empirical study of garbage disposal services.Although the garbage disposal service at the front end of the industry has a far-reaching impact on the subsequent garbage disposal,the industry and academic circles pay less attention to the garbage disposal service due to the long-term end treatment mode.Under the background of “compulsory” implementation of PPP mode in the field of garbage disposal and the transition of end treatment to the front end of the industry,garbage disposal services such as clearing and transportation have been paid more and more attention.In the PPP project practice of garbage disposal,there are more and more PPP projects including clearing and transportation services.Academic circles have also begun to pay attention to the study of service cost,route optimization and collection site planning of garbage disposal.Even so,there are few empirical analyses on transportation services combined with PPP mode and residents' environmental behavior characteristics.According to the characteristics of PPP project,only the factors that change in the whole life cycle of the project can be included in the negotiation and implementation analysis of PPP project.According to the analysis logic of incentive regulation theory,the factors affecting the cost of public goods may be included in the framework of incentive regulation analysis.Therefore,this paper takes the PPP project of garbage disposal as the research object,and the empirical research part starts from the analysis of heterogeneity of residents' environmental behavior in the field of garbage disposal,continues the exploration of the interactive relationship between residents' environmental behavior and the cost of PPP project and other influencing factors,and finally comes down to the analysis of price incentive regulation of PPP project of garbage disposal from the perspective of residents' environmental behavior,which enriches the empirical research of garbage disposal services.In addition,during the data collection,firstly,the residents' environmental behaviors were investigated,and then the public factors of residents' environmental behaviors were extracted.Then,the sanitation workers in the same area were selected to investigate the service costs and influencing factors of PPP projects for garbage disposal,so as to ensure the logical rationality and rigor through this two-way investigation. |
