With the progress of urbanization in China,the number of urban population is increasing,e-commerce is becoming more and more popular,the output of household garbage is increasing,the people's requirements on living environment are increasing,and the efficient and environmental-friendly disposal of household garbage is highly valued by local governments.As waste incineration power generation conforms to the national industrial policy,it can drive local investment,promote employment,improve the ecological environment,save land resources,enhance the appearance of the city and urban quality,which is highly favored by local governments.Garbage power generation generally adopt PPP model,has certain monopoly and exclusive,project income is stable,each capital into the garbage power generation domain in succession in recent years,the increasingly fierce competition in the industry,some rubbish power generation enterprises to obtain constantly keep garbage items,in the actual operation process to ensure projects have a reasonable income and continuously reduce operating costs,at the expense of the surrounding environment,causing secondary pollution,extremely adverse effects on the surrounding residents,damaged the garbage power projects in the social public and the government image,bring the bad social benefits,Therefore,the government and enterprises should have a clear understanding of the price of waste disposal fees.At present domestic garbage power generation project operation,the garbage in the project occupies a large proportion in total,caused by a lack of the PPP project experience and achievements of local government,garbage of the calculation is not scientific and reasonable,or make the government debt increases,heavy fiscal burden,or lead to negative operations,reduce operational standards,illegal steal row row,produce the bad social benefit,make the development of garbage power generation project and promote impeded,therefore,scientific and reasonable to the garbage power generation project of garbage pricing is very important.This paper takes guangdong C garbage power generation project as the research object.This paper studies the garbage disposal fee pricing method of garbage power generation project.Firstly,it studies the influencing factors,pricing principle and calculation method of garbage disposal fee pricing of garbage power generation project.Second,comprehensive consideration the expected profits,capital cost and opportunity cost,the investment risk,inflation and other factors,scientific and reasonable to determine the benchmark yield of the project,based on the net present value.theory to build the garbage pricing model,and according to the market environment change factors set pricing formula,in order to ensure the income of enterprise in long-term operation stability and stable operation is expected;At last,calculate the waste disposal fee of C waste power generation project,and make comprehensive financial analysis of the project.The research in this paper can provide reference and reference for the design of waste disposal fee for other domestic projects,and also help social capital and government departments to make investment decisions and negotiate and sign concession agreements for waste power generation projects.
