Since the reform and opening,China's economy has steadily improved and the people's material living standards have greatly improved.However,while the economy is growing rapidly,it inevitably consumes a large amount of energy consumption and environmental pollution,which restricts the implementation of China's sustainable development strategy.The implementation of environmental regulation is to seek a balance between economic and environmental development,and to protect the environment while developing the national economy.As an efficient domestic waste treatment method,waste incineration has broad application prospects in the future.Waste treatment fee is an important economic source of waste incineration power generation PPP project.In the context of current environmental protection and vigorous development of waste incineration power generation PPP projects,it is helpful to clarify the impact mechanism of environmental regulation on waste disposal fees,and contribute to the sustainable development of waste-burning power generation PPP projects under the economic-environment coupling.The construction of the incineration power generation industry provides a certain reference.Based on the above background,this paper comprehensively uses the methods of literature analysis and content analysis to sort out the relevant theories of environmental regulation,and briefly describes the concept,classification and measurement methods of environmental regulation,as well as the environmental regulation and waste disposal fees of waste incineration power generation PPP project.The mechanism of influence is analyzed theoretically.The mechanism of environmental regulation on waste disposal fee is expounded and the corresponding research hypothesis is put forward based on the relevant hypothesis theory.Based on theoretical analysis,this paper defines the relevant sample selection criteria and collects data according to the standard.A total of 81 research data of waste incineration power generation PPP projects in 66 cities in China from 2013 to 2017 are collected and the data is analyzed for data stability and panel.The regression model was tested,and then the panel regression model was constructed to conduct multiple regression analysis on the research data to study the mechanism of environmental regulation on the pricing of waste treatment fee for waste incineration power generation PPP project.Finally,the research results were analyzed for robustness and consistent conclusions were obtained.The study found that the impact of environmental regulation on waste disposal fees is "U"-shaped structure,and the pricing of garbage disposal fees has increased first and then decreased with the increase of environmental regulation intensity,that is,the pricing of garbage disposal fees has an inflection point.When the intensity of regulation reaches a certain limit,the waste disposal fee will start to decrease due to the innovation effect caused by environmental regulation.In addition,the conclusions drawn from the empirical analysis results from the policy formulation level,corporate strategy level and public participation level.The government policy should actively guide enterprise technology innovation,develop special plans,maintain market order and guide regional enterprise integration.The enterprise level should accelerate the technological innovation,implement the diversified development strategy and accelerate the technology transfer;the public participation level should actively participate in the supervision,ensure the project information disclosure and play the role of public participation environmental regulation tools.
