International Energy Revolution And China's Option

In the 21 st century,the international energy situation has undergone significant and profound changes.On the one hand,through unremitting policy guidance and technological progress,the modern renewable energy industry represented by wind and solar energy has developed rapidly.On the other hand,the pattern of traditional energy,such as oil and natural gas,is undergoing drastic changes.With the development of renewable energy and unconventional oil and gas industries,the new international energy system is taking shape,and the curtain of the international Energy Revolution has opened.For China,the new round of Energy Revolution is of great significance.On the one hand,the situation of China's Energy Revolution is complex and the challenges are great.On the other hand,this round of Energy Revolution has created conditions for China to further enhance its international status.In the new era,the development of China's energy system has attracted great attention from the central government.In 2014,General Secretary Xi Jinping put forward China's "Energy Revolution" and pointed out the direction for China's energy reform.In 2017,the National Development and Reform Commission issued the first National Energy Revolution Strategy.A new round of Energy Revolution of China is on the horizon.Under such circumstances,it has become an important mission of researchers on energy politics to study the international Energy Revolution and China's countermeasures.The main ideas of this dissertation are as follows:First,by studying the development process and influence of the Energy Revolution in human society,the relationship between the Energy Revolution and the development of human society is discussed.Second,through summing up the characteristics of previous Energy Revolutions,the concept of Energy Revolution is put forward.And the Energy Revolution is subdivided into vertical and horizontal Energy Revolution according to whether there is systematic change or not.At the same time,the outbreak conditions and development mode of the Energy Revolution are discussed.Third,through the study of the major technological breakthrough in the field of energy,we can determine the content,current situation,development trend and future impact of the contemporary international Energy Revolution.At Last,a comprehensive evaluation model is established,and the Energy Revolution situation of China,the European Union and the United States is compared to judge the overall development of China's Energy Revolution and the main problems.According to the shortcomings of China's Energy Revolution and the characteristics of the energy system of China,policy recommendations are put forward from both macro and micro levels.On the basis of combing and summarizing the development process and current situation of Energy Revolution,this paper draws the following conclusions:First,Energy Revolution is an "overall energy changes triggered by major technological breakthroughs,aiming at improving the quality of energy services and having a great impact on human society".Second,technological progress is the key to Energy Revolution.Technological progress in the field of energy can only trigger the Energy Revolution if it breaks through the limits of the original technology theory and has appropriate resources to support it.Nowadays,Conditions are ripe for the Unconventional Oil And Gas Revolution and the Modern Renewable Energy Revolution.Among them,the emergence of unconventional oil and gas exploitation and processing technology has greatly expanded the scope of recoverable oil and gas resources.The birth of modern renewable energy technology has broken the fundamental obstacle of fossil energy to the development of human society in terms of reserves and environmental carrying capacity.Third,Compared with the US and Europe,there is still a significant gap between China's Energy Revolution and the world's advanced level.The unfavourable policy environment is the main reason for this phenomenon.Combining with the development characteristics of China's energy system,the overall direction of China's Energy Revolution should be to ensure energy security at low cost,while taking into account environmental protection.the upstream and midstream of the oil and gas industry should carry out reforms with the theme of fairness and openness.For the modern renewable energy industry,its subsidy and power market system need to be reformed urgently.
