With the rapid development of new urbanization and modern transportation systems,urban agglomerations and metropolitan areas are becoming important carriers for regional economic development in the future,providing external macro needs and development support for regional multi-aerial systems.The regional multi-aerial system has played an important role in effectively utilizing regional resources and developing integrative service areas.At the same time,the phenomenon of “isomorphism” among internal airports is more prominent,and long-term problems such as unbalanced development need to be expedited.For example,in the Yangtze River Delta multi-airport system,the capacity of Shanghai airport is near saturation,and airport delays are serious.However,the capacity of small airports such as Nanyang Airport is insufficient,and resources are seriously idled and wasted.This problem may become worse by the accelerated integration process in the Yangtze River Delta region.In this context,how to promote coordinated and sustainable development of multi-airport systems has become one of the hot issues in the field of airport planning and management.A careful review of relevant research documents on the coordinated development of multi-airport systems both at home and abroad could show the following deficiencies:(1)The existing research works mostly focus on certain aspects.For example,the research on the coordination degree of multi-airport systems lacks the evaluation of coordination between multi-airport systems and regional economic systems.The research of coordinated development strategies mainly focuses on qualitative research and lacks theoretical basis for quantitative research based on passenger travel.(2)In terms of research methods,a large number of relative efficiency evaluation literature still use the traditional DEA models such as CCR and BCC to statically evaluate airport efficiency,ignoring the internal structure and dynamics of the decision unit;Only a few research works about the airport passengers' traveling behavior are mainly Logit-based,which is too single in model selection.(3)Former research works focus basically on airports within the system,while ignoring the fact that passengers should be served and were fundamental to the operation and development of multiple airports.In this paper the author attempts to establish a comprehensive evaluation system for multi-airport systems based on the existing research and proposes a coordination strategy based on passengers' travel.The following are proposed in this paper:(1)Based on synergetic theory,panel data is used to evaluate the degree of coupling coordination between airport systems and regional economic systems over the years,and to further longitudinally and laterally analyze the coupling coordination between airports and local economies within the system.Evaluation Note: The coupling coordination between the airport system and the regional economic system in the Yangtze River Delta is basically improving year by year.Most airports in the system are more and more coordinated with the local economy.However,the degree of coupling coordination between airports of different sizes is significantly different.(2)An in-depth evaluation of the relative operational efficiency of each airport in multi-aerial system is carried out.Considering the internal network structure of the decision unit,this paper constructs two network DEA models and conducts empirical analysis.The results show that compared with the traditional DEA model,the two DEA models constructed in this paper are more reasonable.The dynamic network DEA model avoids independent evaluation of each year in the traditional model,while the DEA model with the non-increasing intermediate variable network is more consistent with the evaluation of actual production efficiency.(3)From the perspective of passengers' air travel,the author adopted the prospect theory,which takes passengers in multiple airports in multiple airport systems as the research object;constructed a passenger air travel selection model in multiple airport systems and then carried an empirical analysis.Through the questionnaire survey,the model operation results were verified.It was found: This model can effectively describe the path decision process of passengers.Passengers with different travel destinations have different choices,and for different passengers there are largely different alternative flight sets for them to choose.(4)By Studying the factors affecting passengers' travel selection,using the hybrid Logit model to study the market share of each flight when the passengers in different airports travel for different purposes,the author proposes the airport internal coordination strategy from the perspective of airports.(5)Using the nested logit model we analyzed how the market share of airports in multiple airport systems varies with the frequency of flights,fares,and route subsidy,and we explored the role of government regulators in coordinating multiple airport operations strategies.This study for the first time comprehensively evaluated and analyzed the problem of coordinated development of multiple airport systems.Firstly,synergetic theory and the improved DEA model are used to evaluate the coordination within and outside the multiple airport systems,which helps to seek the problem of airport imbalance.Secondly,the prospect theory is used to reveal the passenger travel decision-making process.Using the two logit models,we focus on the perspective of airports,airlines and government managers to study how airport operations are affected by various factors of passenger travel,and explore the coordinated development strategy of multi-airport systems.It has theoretically expanded the research ideas on multi-airport systems,enriched the research content,and has practical significance for the reference of government and airport decision makers.
