Multi-criteria decision-making method is widely used to deal with decision-making problems in various fields.In modern risk society,the fuzziness and uncertainty of decision-making problems are higher and higher,and the decision-making process often involves the trade-off between multiple stakeholders.The traditional multi-criteria decision-making method based on operations research emphasizes objective modeling and scientific solution,and pays insufficient attention to the decision-making subject and decision-making problems,which leads to the failure of decision-making.How to ensure that the decision-making results meet the demands of different stakeholders,maintain the scientificity and democracy of the decision-making process,and then reduce the risk of decision-making is an important topic for the research of multi-criteria decision-making methods.Stakeholder participatory multi-criteria decision-making method embeds the value expectation and preference of stakeholders into the whole process of multi-criteria decision-making.By designing the general procedure to deconstruct complex decision-making problems,optimizing the comprehensive evaluation method of decision-making scheme and analyzing the stakeholder constraints of decision-making results,it can improve the decision-making effect and reduce the failure risk of multi-criteria decision-making.Stakeholder participatory multi-criteria decision-making method realizes the integration of subjective and objective factors in the decision-making process,helps decision-makers clarify the decision-making problems and decision-making objectives,increases the transparency of the decision-making process,and then obtains an implementable satisfactory scheme.Specifically,the main research contents of this paper are as follows:(1)Construct the theoretical framework of stakeholder participatory multi-criteria decision analysis.Stakeholder participatory multi-criteria decision-making method framework is a multi-criteria decision-making method designed for high participation and complex decision-making situations including multiple stakeholders.Construct the matching relationship between decision-making situation and multi-criteria decision-making method,and demonstrate the rationality and feasibility of the multi-criteria decision-making combination method framework suitable for complex decision-making situation;The logical framework and operational framework of stakeholder participatory multi-criteria decision-making method suitable for complex decision-making situations are proposed.(2)Design a structured general procedure for stakeholder participation in decision-making.Decision problem structuring is a process to help decision makers clarify and quantify decision objectives in complex decision-making situations with unclear objectives,so as to ensure that decision makers solve correct problems and solve problems correctly.Analyze the decision-making subject and stakeholders with different degrees of participation;Provide rich pictures describing the decision-making situation,combined with value centered thinking,to help key stakeholders fully express their values;On this basis,sort out and classify the value expectations of stakeholders,and construct a multi-level decision-making objective system and evaluation index system to ensure the integrity and operability of decision-making objectives;Finally,create a set of possible alternatives according to the decision objectives.(3)Optimize the multi-criteria evaluation process of decision-making scheme.Determine the appropriate scheme comprehensive evaluation attributes,attribute weights and attribute aggregation methods according to the preferences of stakeholders;Aiming at the problem that it is difficult to give the accurate weight of attributes in the application of multi-criteria evaluation methods,an alternative solution that can complete the ranking only by ordinal weight is given by using partial order set theory and proved mathematically.(4)Analyze the impact of stakeholder groups on the implementation of decision-making schemes.Describe the structural characteristics of stakeholders' social network;Analyze the influence and restriction of the social network attribute of stakeholder groups on the implementation of decision-making results;Explore strategies to promote the effective implementation of decision-making results.(5)Verify the practical feasibility of stakeholder participatory multi-criteria decision-making method.Use the stakeholder participatory multi-criteria decision-making method to design the strategic performance management reform plan of W company and carry out employee evaluation.Describe the performance reform situation of W company and identify the stakeholders of performance management;On the basis of comprehensively considering the value of multiple stakeholders,build the strategic objective system of enterprises and departments and the individual performance evaluation index system of employees;Comprehensively evaluate the performance of employees in the foundry workshop of the production department.
