On April 1,2014,the commercial cutting of natural forest in key state-owned forest areas of Heilongjiang Province was stopped completely,marking a new development stage from development and utilization to comprehensive protection of key state-owned forest areas.Timber harvesting is not the main source of economic development in forest areas,and the development of multiple functions of forest has become the only way for the future development of forest areas in Heilongjiang Province.As a new measure in the process of new system reform,the advantages of under forest economy are constantly highlighted with the progress of ecological construction and the need of improving people's livelihood.The development of forest economy makes the contradiction between ecological construction and economic development coordinated.It is possible that the under forest economy plays an irreplaceable role in promoting the rapid development of forest areas and increasing the income of forest workers.According to the idea that green water and green mountains are golden mountains and silver mountains,and ice and snow are also Gold Mountains and silver mountains,this paper explores the development path of successive industries,explores the ways and methods of protecting forest resources and emancipating ecological potential,so as to truly turn green water and green mountains into Gold Mountains and silver mountains,and turn ice and snow into Gold Mountains and silver mountains.Therefore,this paper takes the development of forest economy as the research object to solve the economic transformation of forest areas To explore the development of under forest economic industry relying on forest land and resources,not only make full use of the land resources and shade space under the forest,carry out reasonable layout and development of edible fungi,northern medicine,crop planting,livestock and poultry breeding and collection industries,so as to realize the sharing of agricultural,forestry and animal husbandry resources and the win-win of "ecological economic social benefits".To realize the industrialization effect of forestry industry from simple utilization of forest resources to combination utilization of forest resources and forest land resources,achieve the industrialization effect of short-term benefit,long-term forest,combination of far and near,short-term support and long-term development,so as to continuously improve the comprehensive benefits of forestry.Firstly,this paper systematically combs the relevant literature at home and abroad.This paper interprets and defines the concepts of under forest economy and under forest economic industry.By using descriptive statistical description method,the development status of forest economic industry in key state-owned forest areas of Heilongjiang Province is summarized,and the problems existing in the development process of forest economic industry are summarized.On this basis,it is proposed to calculate the current economic development under the forest and identify the types of industry with the advantage of forest economy And then promote the research ideas and research framework of forest industry transformation.Secondly,from the qualitative point of view,the development efficiency of the economic industry under the forest is calculated.To analyze the efficiency of economic growth under the forest,using DEA Malmquist method makes a static analysis on the economic growth under the forest in key state-owned forest areas of Heilongjiang Province.The economic investment under the forest,the employees of the economy under the forest and the area of the forest land are taken as the input variables,and the total output value of the economy under the forest is taken as the output variable.The analysis results show that the whole elements of the economy under the forest in the key state-owned forest areas in Heilongjiang Province are analyzed There is a rapid growth in productivity,among which technological progress is the main source of promoting the growth of total factor productivity of under forest economy.The changes of economic investment,woodland area and employees of undergrowth economy have significant effects on the growth of gross output value of understory economy.In addition,production efficiency has different degrees of mediating and regulating effects on factor input,and the mediating and regulating effects mainly exist in the economic investment and employees under the forest,and the mediating and regulating effects on forest land area are relatively small.Thirdly,it is pointed out that there are different dynamic driving effects on the economic and social development of forest areas under different economic industries.The VAR model is applied to analyze the correlation between the gross economic output value of the forest and the economic employees,economic investment and woodland area.On this basis,the ADF test method is used.In order to ensure the quality of the data used in VAR model,it is necessary to test the stationarity of the variable data,so as to observe whether the variable data present the characteristics of "single integration of the same order" and avoid the subsequent construction Pseudo regression appears in the process of module.Continue to use Granger causality analysis The results show that there is a causal relationship between the economic output value under the forest and the economic variables among the undergrowth economic employees,the economic investment under the forest and the forest land area,and whether all the lag items of the total economic output value under the forest have significant influence on the current value of the three variables of the undergrowth economic employees,the economic investment under the forest and the forestland area.Finally,the impulse response function and variance decomposition method are used to determine the dynamic impact relationship between the economic industry under the forest and the employees under the forest,the economic investment under the forest,and the area of the forest land Economic and social development has different dynamic driving effects.The implementation of forestry policies,such as stopping commercial cutting of natural forests,can promote the social and economic development of forest areas.Fourthly,the paper puts forward the types and development policy suggestions of under forest economic advantage industry.Based on the dynamic analysis of the economic growth under the forest in the key state-owned forest areas of Heilongjiang Province,this paper forecasts and analyzes the future development trend of the economic industry under the forest from the following three aspects:the employees,the investment and the area of the forest land,and analyzes the relevant data,quantifies the six industries,and analyzes and discusses the key state-owned forest areas in Heilongjiang Province by using the grey GM prediction model The advantage industry and future development trend of under forest economy will make clear the development direction for the development of forest economy in key state-owned forest areas of Heilongjiang Province.The key state-owned forest region in heilongjiang province forests systems engineering industry and economic
