Culture is not only a important tool that promote social development, it is also a goal for civilization; It is not only a spiritual bond for people, it is also connected with people's happiness; Culture is the important soft power constitute for national comprehensive strength, and more importantly, it is a sign of the development of a nation. The Chinese Communist Party is a party that high aware of the importance of culture. Through the arduous 90 years development, CCP is always promoting the development by the awakening and awareness in culture, and formed a unique culture developing strategy with Chinese characters.The CCP's thought of culture development strategy is the reliable guide for the construction of China's new-democratic culture and the Socialist culture with Chinese characteristics.The party has now formed economic, political, cultural and social construction which is a "quaternity" socialism structure with Chinese characteristics. This is the indication of the party's culture construction.The world today is in the "greater development and change readjustment" period. "Cultural exchange,contradiction and blending" has become more frequent worldwide. Cultural soft power in national comprehensive strength is the important role of competition increasingly prominent.Today's Chinese reform and opening-up has come to a critical moment, various contradictions become increasingly prominent. To ease of social contradictions, and to implement comprehensive, coordinated and sustainable scientific development concept, which is the latest achievements of sinicization of marxism, also calls for strengthening cultural development strategy research, ensure cultural and economic, political and social harmonious development.The world multicultural diversity and each country's excellent culture have contributed to world culture development and prosperity. China, as a nation with a long culture, should use their own advanced culture as to make greater contribution to humanity.Based on the background of the four aspects of the communist party of China, this dissertation chose cultural development strategy research topic, as has the important theoretical and practical significance. The third chapter to sixth chapter contains the communist party of China cultural development strategy study, this dissertation in accordance with the party's system of cultural development strategic thinking content evolution and development, the collective leadership of the communist party of China will all cultural development strategic thinking into strategic foundation, strategic pioneering, innovation, strategic development strategy of four periods research.
