With the development of society and knowledge economy,the importance of universities in the development of countries and regions is increasing.As organizations existing in the social environment,international studies universities are not selfsufficient in development.They need to obtain resources from the outside world and rely on the external environment.The resources they rely on include physical resources,intellectual resources and environmental resources.The supply of resources mainly comes from the government,the market and the higher education system.Only by recognizing the external environment and responding appropriately to external constraints and pressures can international studies universities achieve long-term and stable development.This is also what international studies universities need to pay attention to in strategic management.This research adopts the historical method,literature method,interview method and case study method,takes Xi'an International Studies University as a case,and analyzes the actions of the development as the research content from the perspective of the resource dependence theory,which extracted from the historical data,strategic texts,interview records,and observation.The purpose of research is to explore the strategic development of international studies universities in the view of history and future.On the basis of sorting out the development history of the university,three key nodes in the development are determined,and the key strategic choices of the university are analyzed by using the resource dependence theory.On this basis,this paper summarizes the situation of strategic change,summarizes the way,form,mode and deep mechanism of the strategic change of the case university,and makes a brief comment on its strategic management.Finally,on the basis of summarizing the development history of foreign studies universities,this paper analyzes the development trend from the perspective of resource dependence theory.According to the characteristics of the coherence of development,the forms of development of XISU can be divided into three categories — intermittent development,fractured development and progressive development.In response to the external environment,the strategies adopted by XISU include three types: adaptive strategy,transformational strategy and mixed strategy.There are three types of strategic development modes: large-scale development strategy,connotative development strategy and characteristic development strategy,which also reflects the development track of "scale-quality-characteristics" after the reform and opening up.The deep mechanism of strategy development mainly consists of three variables: external environment,resource dependence and strategy.In addition,the factors that affect the process of the strategic transformation of XISU include micro factors and deep factors,micro factors include the timing,sequence,internal and external conditions of key nodes,and deep factors include two aspects,one is the actions of decision makers,and the other is the organizational attributes.The development history of international studies universities is relatively different,and the factors that cause the unbalanced development among international studies universities mainly include historical factors,subordination,geographical location,regional economy,strategic management and so on.The development trend of international studies universities is divided into the development tendency and direction.According to the resource dependence theory,the general tendency of the development of foreign studies universities is collective and integrative development.The development direction of foreign studies universities can be divided into two categories: one is the educational research or research-oriented foreign studies universities with reduced scale and highly integrated multi-disciplines;the other is the educational and research-oriented foreign studies universities with relatively stable scale and multidisciplinary integration.
