The Research On The Construction Of Public Health In Yunnan During Anti-Japanese War

The Anti-Japanese War accelerated the developing pace of the public health service in Yunnan.During this period of time,the modem health institutions continued to expand and gradually covered the remote and ethnic areas.the personnel structure on medical health&care has been optimized to some extent through the developing of modern medical education,the cultivation of the public health personnel and the inward movement of medical schools and health personnel.And also,the developing of the public health was guaranteed by the enactment and implementation of health laws and regulations and the fixed expenditure to the health centers of all levels.Epidemic prevention is the top task of Yunnan public health during the Anti-Japanese War,system construction and environment health were the main contents.The authorities established the health system of provincial and county levels,enhanced the curing technology of communicable diseases,publicized the health knowledge,launched the medical rescue for Air raid to provide various medical support for Anti-Japanese War.The international organizations had carried forward the humanitarian spirit,people of all walks of Iife had actively donated money and drugs,shaping the join forces of protecting people's lives and treasures.at the same time the health on women&children and school had made hard-won progresses.However,the health policies and laws and regulations were full of problems and contradictions in the process of implementation such as low economic development,lack of expenditures,the shortage on health personnel,the low effectiveness on policy coordination and bribery&corruption has made it difficult to put the policies into effect,which made the achievements on health construction be far away from the expected objectives.During the Anti-Japanese War,The national ideology was imposed on the individuals through the help of health,hoping to regulate people's lives,but it didn't make much sense.the new-type newspapers and magazines transmitted health knowledge interactively.Although western medicine had dominant right in the area of public health through the medicine knowledge and the prevention of diseases,TCM still was utterly predominant.The upper elites in the society had many choices of health care but the health conditions of the grass-roots were still obviously poor.In the period of the War of Resistance against Japan from 1931 to 1945,Yunnan has made huge progress in public health,but what they have achieved is by no means satisfactory.The current health cause in the border ethnic areas should insist on the following aspects.Such as putting priority on health first,improving the medical equipment,cultivating the health personnel,improving the living standards of the impoverished people,optimizing the health education,attaching great importance to investigation and research.The government should also consistently enhance the health treatment capability and modernization of treatment system,deepening the construction of Healthy China in the process of healthy poverty alleviation.
