Chuanbian is the inner ground of Han-Tibetan.In the early Qing Dynasty,the central power gradually infiltrated into the Chuanbian that in order to administer Tibet.Since the late Qing Dynasty,the crisis in the border areas of Tibet had led to the central government of the Qing Dynasty to slightly change the traditional policy of governing Tibet and Chuanbian.At the late Qing Dynasty,the central government of the Qing Dynasty carried out the governance of the Chuanbian area in the context of the "integration" policy of the mainland and the border,but it lacked systematic and comprehensive considerations and policy planning.Specifically,the Qing Dynasty's central government's policy of governing the Chuanbian experienced Ding Baozhen's prevention of foreigners' traveled through the Sichuan border,Lu Chuanlin regained Zhandui and his other governance plans were frustrated,and the plan of Tibetan assistant minister Feng Quan that was stationed at Chamuduo to govern Sichuan was failed,and Zhao Erfeng was appointed as the Minister of Border Affairs of Sichuan and Yunnan to directly govern Chuanbian.On the one hand,the governance effect of Chuanbian in the late Qing dynasty was set to lay the foundation for the Xikang Province of the Republic of China,and Tibet remained the territory of the complete multi-ethnic country because of deterrence.On the other hand,the central government of the Qing Dynasty and the Tibet area were separated by the governance of the Chuanbian,and the efforts of the government of Qing Dynasty to distinguish the influence of Tibet from the political and religious affairs of the Sichuan side had not been successful.After the government of Zhao Erfeng,Chuanbian had already been willing to be built as a province.However,after the establishment of the Republic of China,Chuanbian sent back to the jurisdiction of Sichuan Province.During the period of the government of the Republic of China in Beijing,due to the decline of central power and the political turmoil in Sichuan Province,in addition to the situation in which Yin Changheng stabilized the Chuanbian during the period of Yuan Shikai,the Central and Sichuan were incapable and unable to govern Chuanbian.After the establishment of the Nanjing National Government,the central government just wanted to solve the Tibetan issue and built the rear of the war,and Liu Wenhui wanted to establish a foothold in Chuanbian.In 1939,the two sides built a province in Xikang.The effect of governing Chuanbian during the Nanjing National Government was that on the one hand,the internal administrative units were reconstructed in the process of national transformation,and the clear boundary between Tibet and Xikang's adjacent administrative units was defined;on the other hand,Liu Wenhui's Governance promoted the integration and understanding of different civilizations in Han and Tibet.In addition,the relationship between the central authority and Liu Wenhui restricted the governance of Chuanbian.From the late Qing Dynasty to the Republic of China,during the transition from traditional countries to modern nation-states,Chuanbian changed from borderland to province.In this process,the transformation of national border governance policies and governance experience is worth serious consideration and summary.
