The establishment of Xikang province is a big event in the modern history of China. The causes?¢process and significances of the establishment of Sichuan Border Region,xikang special Administration Region by the Peking Government, and Xikang province by Nanjing National Government are systematically analyzed and studied in this article.After the opium war, domestic troubles and foreign invasions made the Qing Government, realize it important and urgent to administrate the border region of Sichuan province. Many knowledgeable persons and local high-ranking officials made positive proposals and took effective measures on the development of this region, in order to protect Sichuan from being invaded and give support to Tibet when war was coming. In 1906, Zhaoerfeng was officially appointed by Sichuan Border Region. Zhao executed vigorous reforms on military affairs, politics, economy, culture and education, etc, thus constitute a solid foundation for the later establishment of Xikang province. In the early Republic of China, the peking government set up Chuanbian Special Administration Region and then changed its name into Xikang Administration Region but failed to manage this region due to wars among warlords and political turbulence. While Nanjing national Government paid much emphasis on Xikang region. In 1935, Xikang province preparatory committee was set up and then did Xikang province. The newly founded Xikang province continued to push reforms on politics, economy, culture, education and transportation, to make efforts to improve the relations between Han people and Tibetan people and to strengthen the unity among different nationalities.These measures not only helped central government manage this region, promote further development within the region, but also take effect to fight against foreign invasions, to consolidate a unitary multi-national state, and made contributions to the construction of rear area of China's resistance war against Japan.
