In the history of the China-Vietnam relationship,the nearly 30 years from 1950 to 1978 was the most important period.During this period,Vietnam won the anti-French war and wars against the United States,and finally realized the reunification of the North and the South and the establishment of the Socialist Republic of Vietnam.As a neighbor,China not only established diplomatic relations with Vietnam,but also provided Vietnam with a large amount of military and economic assistance.In the study of the history of Sino-Vietnamese relations,China's aid to Vietnam has always been a hot topic of research and has been well written.The background and process of China's aid to Vietnam,the interaction between China and Vietnam in the process of China's aid to Vietnam,the role and significance of China's aid to Vietnam in the Vietnam War and post-war reconstruction,China's aid to Vietnam and Sino-Vietnamese relations,China's aid to Vietnam and There has been a lot of discussion in the academic circles on topics such as Indochina's relations and China's assistance to Vietnam and other socialist countries.Previous studies have provided the basis for follow-up research,and there is room for expansion in subsequent research.In recent years,some researchers have begun to study the topic of Chinese aid to Vietnam,and have sorted out the history of aid to Vietnam in border provinces such as Guangxi,Yunnan,and Guangdong,and explored new topics in related research.In fact,from the 1950 s to the 1970 s,not only the provinces of Guangdong,Guangxi,and Yunnan,which were located in southern Xinjiang,provided substantial assistance to Vietnam,but other coastal and inland provinces and municipalities also assumed heavy assistance.After the topic was discovered,the history of aid to Vietnam in many provinces and autonomous regions could become a new research and growth point.This article is inspired by the abovementioned new topics in recent years.It selects Shanghai as a case to study the history of Chinese local aid to Vietnam.Shanghai is China's largest city.It has a strong foundation in industry,commerce,finance,education and science.It has gathered a large number of professionals and has taken on considerable tasks in aiding Vietnam.As a case,Shanghai's research on Vietnam's aid has a certain typical significance.Based on a macroscopic review of the central government's assistance to Vietnam in 1955-1965,this article focuses on the process of Shanghai's aid to Vietnam,especially equipment,materials,projects,and technical manpower.In addition to reflecting Shanghai's contribution to aid to the North of Vietnam,the paper also faithfully reflects the problems in the process and the resolution of the problems in order to objectively restore history.This paper hopes to enrich the study of China's aid history through this case,presenting the different aspects of China's aid history from a local perspective and revealing the complexity of history.In addition to the introduction and conclusion,the text is divided into six parts:The introductory part explains the origin of the research,the significance of the topic,the existing research at home and abroad,basic problems,research methods,and information.The first chapter introduces Vietnam's nature,society and history,and the changes in Vietnam's social economy and the relationship between China and Vietnam after the war.The second chapter outlines the context of the initial assistance of New China to northern Vietnam.According to the four periods of Sino-Vietnamese diplomatic relations to the war against the French War,Vietnam's three-year economic recovery,three-year economic construction,and the "First Five-Year Plan",the new China is described vertically.The original aid history.The third chapter describes Shanghai's equipment assistance and project assistance to northern Vietnam.It focuses on the situation of machinery and equipment provided by Shanghai to the north of Vietnam and the situation of aiding factories.It also introduces the problems and solutions of assistance.The fourth chapter describes Shanghai's technical manpower assistance to northern Vietnam.It specifically introduces the technical guidance and management of dispatching experts and technicians in northern Vietnam.It also introduces some of the twists and turns and adjustments made by the Chinese.The fifth chapter describes the training of Vietnamese interns in Shanghai in Shanghai,and introduces the specific situation of Vietnamese interns studying,producing and living in Shanghai.At the same time,it introduces the situation of the investigation tour of Vietnam in the north of Shanghai and analyzes the situation of Shanghai to Vietnam.The political attitude and reception characteristics of the northern delegation.The sixth chapter summarizes and analyzes the specific effects and long-term effects of Shanghai's assistance to Vietnamese industry,as well as the technical significance of providing technical manpower assistance(dispatching experts and technicians)in Shanghai and cultivating Vietnamese interns to the industry in northern Vietnam.It also analyzed the political influence of Shanghai's industrial assistance on Vietnam,and pointed out the shortcomings and problems of Shanghai's aid to Vietnam.The conclusion partly analyzes the positive significance of Shanghai's assistance to northern Vietnam and the assistance of northern Vietnam in the relationship between China and Vietnam.He also pointed out that although this friendly exchange has not been able to continue due to the international situation and changes in the foreign policy of the two governments,the history of friendly exchanges between the two governments and the two peoples has become a precious memory of the two peoples.The experience is worthy of continuous learning by the Chinese and Vietnamese governments and people today.It is an important resource for further promoting friendly exchanges between China and Vietnam and strengthening economic ties.
