This article combines the analytical perspectives provided by the neo-institutional theory to construct a cross-cultural communication mode in international relations, and through three sets of case studies stipulates the changes in the communication patterns of the two parties in different organizational fields, and proposes corresponding solutions. In view of the fact that in recent years, domestic and foreign scholars have mostly analyzed the Sino-Japanese relations from certain specialized levels, and seldom paid attention to the structural and interactive issues at the system level, and the process of constructing interactive relations is inherently complex and hierarchical. This study is a return to the analysis of the system level of Sino-Japanese relations.Exploring the concept of system in constructivism, its theoretical logic emphasizes rules and cultural constraints on interactive behavior, and pays attention to the influence of the communication process between actors on the results of interaction. Therefore, this article selects the new institutionalism comparative analysis tool "Glacier Model" to explore the civilization characteristics and systematic interactions between the external environmental system and state actors, and uses the model to discuss the Chinese and Japanese civilization characteristics from the elements of Regulative,Normative and Cultural-Cognitive.The similarities and differences of traits in organizational structure.Based on the hierarchical structural comparison of the model, this article systematically explains the parallelism and inclusion of Chinese and Japanese actors in the "heterogenization," "homogenization," and "specialization" of the organizational field, with integrating three different communication modes and proposing corresponding solutions. Finally, this article selects three cases, which are historical cognition, film and television cultural cooperation, and multinational company management among the hot issues of Sino-Japanese relations,to verify the application of "minimization" "ignorance" and "utilization" solutions. The innovations of this article are mainly reflected in the following aspects. On the theoretical level,it combined the perspective of the new institutionalism theory, with a layered comparison of cultural differences and cross-communication mode operating mechanisms. In terms of methodology, using the hierarchical structure comparison between civilizations as the starting point, the study of interactive paths focuses on the dual adaptation process between organizations and individuals. At the application level,it systematically summarizes the cross-cultural communication modes between China and Japan in different organizational fields, and narrates solutions through cases. In addition, this article attempts to interpret the "dynamic communication" between different civilizations from a new perspective,as a research reference tool, which has certain exploratory value. The study of international relations cares about the effective interaction between sovereign entities. In the construction of Sino-Japanese relations, the rational use of cross-cultural communication strategies can reduce unnecessary misunderstandings and conflicts and enhance mutual understanding and trust between China and Japan.Constantly seeking advantages and avoiding disadvantages in the process of building relations between the two countries, and finally achieving a multiple equilibrium state of Sino-Japanese relations,is not only a pursuit of stabilizing the overall situation of Sino-Japanese relations, but also a good foundation for building an East Asian environment that builds a community with a shared future for mankind.
