Government Function In The Development Of Cultural Industries In Jiangxi:Theory,Evaluation And Countermeasures

Jiangxi Province is located in the southeast of China,rich in culture and talent since ancient times,cultural industry has been an important segment of the economy of Jiangxi Province.In 2019,Jiangxi Province,in order to further accelerate the construction of a strong cultural province,issued Opinions on Further Supporting the Development of Cultural Industries(Trial Implementation),which puts forward targeted proposals in terms of industrial structure,industrial platforms,market vitality,investment efforts,financing channels,relevant policies,talent support and promotion mechanisms according to the actual development of cultural industries in Jiangxi Province,and focuses on promoting “Culture+”strategy.Thus,this study theoretically proposes a general framework and mechanism of government function in the development of cultural industries,and quantitatively evaluates the role and overall performance of Jiangxi provincial government in developing cultural industries,taking Jiangxi Province as a real-life case in practice.In this way,we explore the process and strategy of the government function in the development of cultural industries,and provide references for local governments in building cultural industries so as to promote better and more stable development of cultural industries in each region.The government function in the development of cultural industry in Jiangxi Province is reflected in public cultural investment,technology-enabled cultural industry,cultural system reform,and cultural market construction.In order to better promote the development of cultural industry in Jiangxi Province,the government should give full play to its functions,formulate scientific and reasonable strategies for cultural industry,introduce corresponding preferential support policies,further deepen the institutional reform of cultural industry,vigorously cultivate creative talents for cultural industry,actively expand the scale of public services for cultural industry,and enhance the awareness of intellectual property protection as well as the intensity of protection.Based on a full understanding of theories related to the development of cultural industries and government functions,this thesis clarifies the necessity,specificity and role of government functions for cultural industries.With the help of cultural construction theory,industrial economy theory,government behavior theory,cultural industry development theory,and new public management theory,combined with frontier theories such as technology empowerment,we construct a framework and mechanism for government functions in cultural industry development.This thesis analyzes the effects of government function in the development of cultural industries in Jiangxi,clarifies the problems involved,and constructs a model of government performance and evaluation in the development of cultural industries in Jiangxi to further measure the government functions in the development of cultural industries.We also draw on case experiences of government functions in the development of cultural industries at home and abroad,and finally propose countermeasures and suggestions for government function to accelerate the development of cultural industries in Jiangxi Province.The main content of this study:?.Integrating cultural construction theory,industrial economy theory,governmental behavior theory,cultural industry development theory,and new public management theory with the current situation of cultural industry development in Jiangxi,we propose a general framework and role value of governmental functions in cultural industry development in Jiangxi,which provides an effective basis for making suggestions to play governmental functions and provides a theoretical paradigm for a role framework of governmental functions in cultural industry development in other central regions.That is,the general framework of governmental function in cultural industry development contains three basic elements:Strategic orientation,basic elements,and industrial environment.The three elements create a favorable environment to promote the development of cultural industry through the government functions at multiple levels of regulation,support and supply,eliminate the unfavorable factors that hinder the development of cultural industry,achieve the purpose of promoting the development of cultural industry,and form a closed cycle of benign development.?.We use systematic cluster analysis to analyze the development of cultural industry in11 cities in Jiangxi Province by using cluster indicators of three types of cultural industry development motives: strategic orientation,basic elements,and industrial environment,to obtain the characteristics of industrial clusters in the development of cultural industry in each city,and to provide a basis for classification and governance of the role of government in the development of cultural industry in Jiangxi Province.The results show that the scale of cultural industry in Jiangxi is expanding and the degree of cultural industry clustering is deepening.At present,11 cities in Jiangxi are classified into four types among the systematic cluster analysis,reflecting certain characteristics of industrial clusters.The development of cultural industry is closely related to the strategic orientation,basic elements and industrial environment that the government can provide.?.We adopt field visits and research to analyze cases of successful cultural industry projects implemented in Jiangxi Province,to extract the government's experience and strategies in the development of cultural industry from the specific practices of government support,and to provide government policy guidance,basic platforms and industrial elements for the development of cultural industry in other areas of Jiangxi Province.It shows that the government has a realistic reference to provide correct guidance,build a basic platform,create a good environment,construct a cultural industry development model,and enhance the construction of cultural industry talents for the cultural industry.?.We take the cultural industry parks in various cities of Jiangxi Province as the scope of the study,and select 110 representative cultural enterprises in 10 cultural parks as the subjects of the survey by means of questionnaires,so as to evaluate the effect of the government function in the development of cultural industry in Jiangxi Province,and then to evaluate the effect of the government function in the development of cultural industry in China,so as to clarify the possible problems therein.?.We use the Data Envelopment Analysis(DEA)model to initially explore the performance related to government functions in the development of cultural industry in Jiangxi Province based on the perspective of government providing strategic orientation,basic elements,and industrial environment,and conduct in-depth analysis in terms of comprehensive efficiency,pure technical efficiency,scale efficiency,and scale payoff analysis of cultural industry to get a comprehensive understanding of government performance in the development of cultural industry in Jiangxi Province.The results show that the input efficiency of cultural industry parks is higher than that of cultural institutions in terms of overall efficiency,pure technical efficiency,and scale efficiency,and the difference in input efficiency among cultural industry parks is smaller than that of cultural institutions.Some of the cultural industry parks also need to be expanded or reduced in size,and the difference in input efficiency of cultural industry parks is more significant.Different input strategies should be adopted according to the difference in input efficiency of cultural industry parks and cultural institutions.?.We use factor analysis to explore the association of various factors through local factors,and then organize the factors with related relationships to find out the most important influencing factors and their influence,and gradually improve the related influencing factors according to the rotated factor loading matrix,and get 22 tertiary indicators after screening.Through the interpretation of the strategic orientation indicators,basic element indicators and industrial environment indicators of government functions in the development of cultural industry in Jiangxi in the above section,we construct the evaluation indicator system of government functions in the development of cultural industry in Jiangxi,and determine the evaluation indicator system of government function in the development of cultural industry in Jiangxi into 3 primary indicators(strategic orientation indicators,basic element indicators and industrial environment indicators,respectively),8 secondary indicators and 22 tertiary indicators.?.We use the combination of hierarchical analysis and fuzzy comprehensive evaluation method,based on the hierarchical analysis method,to calculate the weights of the indicators in the constructed evaluation indicator system of government functions in the development of cultural industry in Jiangxi.Based on the fuzzy comprehensive evaluation,we realize the quantitative evaluation of government functions in the development of cultural industries in Jiangxi,so as to obtain the comprehensive evaluation affiliation degree of the government function in the development of cultural industries in Jiangxi,and quantify the functions played by the Jiangxi government in the development of cultural industries.The results show that the comprehensive evaluation of governmental functions in the development of cultural industry in Jiangxi is only “Qualified”,and the role of Jiangxi government in the development of cultural industry has not yet reached “Good”,and there is still much room for improvement and upgrading.?.We collect and organize typical practices of governmental roles in cultural industries at home and abroad,analyze cases of government functions in the development of cultural industries at home and abroad,and summarize experiences to provide certain references and lessons for government functions in the development of cultural industries in Jiangxi.The main lessons to be learned are: First,formulate a scientific and reasonable strategy for the cultural industry;second,the government should introduce preferential support policies corresponding to the development of the cultural industry;third,deepen the reform of cultural industry system and create a perfect environment for the development of cultural industry;fourth,vigorously cultivate creative talents in cultural industry;fifth,the government should actively expand the scale of public services in cultural industry and expand the scope of public product supply in cultural industry.?.We put forward the countermeasures and suggestions to accelerate the development of cultural industry in Jiangxi by playing government functions.First,deepen the layout of cultural management policies and enhance the government cultural administrative services.Second,increase cultural investment and improve the basic elements of public services.Third,innovate the cultural management system,increase cultural market cultivation,expand international channels for cultural industry development,and improve the access and exit mechanism of cultural industry.
