Shanghai is the birthplace of China's modern Cultural Industry. In Shanghai, industries like newspaper, motion picture, entertainment and publication began to take shape in early 20th century. Benefiting from the reforming and opening-up policy and the establishment of socialist market economy system in China, various culture industries in Shanghai have been revived and grown significantly in scale in the past 20 years. A comprehensive system of cultural industries has taken its shape. The system includes industries like film, television, performing, entertainment, audio-visual, Internet culture and artwork management, and consists of main industry, cross-industry and extended industry. The system of cultural industries helps promote cultural system reforms, satisfy people's cultural and aesthetic needs with abundant culture and artistic works, and promote economic development.This article illustrates the current status and future directions of the culture industry in Shanghai based on the city's past experiences with government system reform and the interrelationship between the reform itself and the changes happened to cultural industry in Shanghai in the past ten years. The article shows that government system reform has determinative influence on the development of culture industry. However, current government system reform is not thorough and huge influence from the old planned economy remains in the culture industry. Furthermore, municipal units in Shanghai, who manage the culture industry, are not ready for the market economy either. In another word, these municipal units do not yet possess the awareness and courage necessary in order to face the market. On one hand, the government promotes the policy of separating politics from enterprise management; on the other hand, however, the government still holds a huge amount of resources and capital. The government plays the roles of both as the referee and the athlete, and hesitates wonders between fame and profit. However, municipal units in Shanghai, who manage the culture industry, on one hand ask the government to release control, let the market run its course, and ask for more freedom and rights, while on the other hand they work very hard to make their data look good and hope for more support and preferential policy from the government. Overall, culture industry in Shanghai is still in it exploration stage and far from being independent.First of all, this article discusses the relationship between the government and the cultural industry and points out that it is the government's responsibility to push for further development in cultural industry. In this article, we analyze the potential of the cultural industry in Shanghai and problems with the government's way of managing the industry by comparing our data with those from other large cities oversea.Based on case studies, the second part of the article shows three different stages that the cultural industry has experienced throughout its development: those three stages are before year 2000 (infant stage), year 2000 to 2005 (beginning stage), year 2006 to present (developing stage). Based on data, we point out how the changing of role for the government has internally influenced the development of the cultural industry in Shanghai. Using case studies from industries like interviewing, media and animation, the article describes the problems and illogical phenomena existing after the role change of the government. We show that the subjective problems from both the management side and the implementation side are the key factor that has been limiting the development of the culture industry in Shanghai. The only way to improve the relationship between the two sides is to correct their mentality.We use the third part to suggest solutions for the problems discussed above. Proposed solutions include establishing policy planning system, bringing into play the power of macro-control, enhancing government's oversight function, establishing order of the industrial market, furthering the cultural system reforms, pushing for faster development of the industry, providing public infrastructure and service and perfecting ways how resources are distributing within the industry. Solutions are proposed in order to enhance the competitiveness of Shanghai as a city.
