Research On The Government Functions In The Development Of Cultural Industry

As the fresh industry in the21st century, cultural industry plays a significant role in promoting the transformation of industrial structure, economic growth and the creation of spiritual civilization. It also appreciated as a competitive factor of overall national strength by government around the world. However, compared with developed countries, the cultural industry still lies in the primary stage, for the restrictions of planned economic system on the development. The relative backward cultural industry demands urgent regulation and management. Thus, in the era of building up harmonious society, how to lead cultural industry to develop healthily, promote its transformation, improve its level and reinforce its strength and competition is an important task for the local government of all levels.Responding to the appeal of striving to develop cultural industry put forward by the central party in the17th Party Congress, local government of all levels figures cultural industry into the scheme for local development to raise the strategic status of cultural industry in the economic development. Qingyang in Gansu province, celebrated for its hometown of Chinese sachets and embroidery, resting on opening up the folk cultural resources, has rapidly developed the folk cultural products represented by sachets. Eight art festivals with the theme of China Qingyang folk culture of sachets are successfully held, which stimulates the city’s mushroom development. Nevertheless, there are still some issues left for the municipal government to be solved.The current thesis follows up the profound reasons implying behind the cultural industry of sachets as well as provides some corresponding suggestions on the basis of analyzing the existing conditions of this industry and government function as a manager. At the theoretical level, by sorting out the literature, it aims at classifying the government function on cultural industry, which will lay a theoretical foundation for the further coordinated development between the cultural industry of sachets in Qingyang and the management of local government. At the practical level, combined with the empirical data, it examines the issues left for the municipal government in the management of cultural industry of sachets in Qingyang and provides some solutions accordingly, which also serves as the theoretical guide for the further development of the cultural industry of sachets.This thesis consists of five sections with its outline and main contents as following:The first section is the introduction, which primarily states the background and significance of this thesis to lay a theoretical base for the study of the local government function of the management for development of cultural industry. Then, it introduces the existing situation of the study on the subject domestically and abroad. As for the domestic study, it focuses on the necessity of implementation of government function in the development of cultural industry, its definite function, existing problems and the corresponding strategies; with regard to the part abroad, it states the study of elementary theory from the perspective of philosophical level and the study of industrial application from the perspective of the economic effectiveness driven by culture. At last, the research methods and framework as well as the innovation points and shortcomings of this thesis are discussed.The second section is the definition of the relevant concept and the overview of the theories. It gives account of the key terms such as cultural industry, local government, and government function and especially fixes the scientific position for the local government in the development of cultural industry. Then, the relevant theories are summarized including the theories of service-oriented government and public administration. In the end, it interpreters the influence of government function on the development of cultural industry. Namely, it benefits the healthy and orderly advancement of the local cultural industry, promotes the reform of the system of local cultural industry and protects and succeeds the local culture.The third section is to describe the implementation of the government function of Qingyang in the development of cultural industry of sachets and assesses its performance. At first, it introduces the basic information on Qingyang, and then on the development of sachets. At last, it reaches the conclusion of achievements and experience from the five aspects say, the conditions of construction, the scale of effectiveness, launching new products and publicizing logo.In the fourth section, the potential problems in the government function for the development of cultural industry of sachets in Qingyang and are pursued and the reasons for these issues are discussed. It is found that the top reason should be lack of unified management system and regulation; apart from this, obsolete policies, scattered management, poor construction of human resources, short of investment etc. all have an serious impact on the operation of the government function. It concludes that government’s ideological understanding and ideas as well as the awareness of protecting product are insufficient, which results in its miss in management.In the fifth section, it offers countermeasures and suggestions. These suggestions referring to shifting ideas, promoting the development of the industry, strengthening the recognition of industry and the macro guide, improving the intellectual ability, carrying out the protection system, driving inheritance and development, speeding up exploiting cultural industry etc.The novelty of this thesis is embodied in two aspects:First, the research objective selected here is Qingyang sachets full of festive air, which makes this study more region-oriented and more specific. Second, empirical analytic method is applied in the stage of analyzing the existing problems in the government function on the basis of summarizing the current situation of the development of the cultural industry of sachets. What’s more, it provides practical and operable countermeasures and suggestions accordingly to reinforce municipal government function in Qingyang.
