Research On The Cooperation In Internatiaonal Crisis Management

Cooperation is the core problem researched in this thesis.The problem researched in the thesis is mainly about cooperation,which can be considered as a kind of international cooperation,namely the international cooperation in international crisis management.It refers to the procedure over which various international entities(various the parties of international crisis management)realize the teamwork through mutual political coordination during a process in which countries employ one or several means to control and handle the international crisis.And in this process,international cooperation in international crisis management always needs to be achieved through constant negotiation and bargaining among international entities.In detail,there are numerous theories about the research of international cooperation in international crisis management.This thesis mainly involves relevant theories about international cooperation in international crisis management on basis of rationalism,excluding constructivism and cognitivism.In order to further explore the international cooperation in international crisis management practically,the author thought of a way to carry out analysis and research by selecting a topic from international politics,turning to the topic,and choosing a series of typical cases which happened in different time.Through repeated consideration,the author finally selected the research topic "international nuclear crisis" as the major case and analysis object of this thesis.The reason why the writer selected this topic is that:as a special type of international crises,the international nuclear crisis will not only break the normal life,the safety of people,the national discipline and the international discipline,but also lead to extremely serious effect and disastrous result once it happens.Due to the uniqueness of the international nuclear crisis and its influence upon several countries,it is of necessity for each country in the international crisis management to cooperate and join efforts with the international organization,which leads to the issue of cooperation in the management of the international nuclear crisis.Nonetheless,under the current circumstance,the management of the international nuclear crisis can be conducted without cooperation.Yet,as the international nuclear crisis is serious and urgent,and the number of near-nuclear countries with the capacity of making nuclear weapons has increased continuously,the enforcement and interference by the powerful countries,in many cases,cannot work as all in solving the problem completely.Therefore,in the international crisis management,the management of the international nuclear crisis in particular,it is indeed essential to have the international cooperation between each country and the international organization.Core problem and theory researched by this thesis have been clear.In addition,the major topic of the research has been determined(i.e.the major objective of the case analysis).Then,the thesis would select appropriate cases for detailed explanation and analysis.Concerning this,the author chose three cases including the Cuban Missile Crisis,the South Asia Nuclear Crisis and the Second North Korean Nuclear Crisis which happened in different time and represented typical significance through sifting and history retrospection(such three cases just reflect the three types of difficulty in the international cooperation of international nuclear crisis management).Through detailed research of these three typical cases,the author analyzed international cooperation situations in three different international crisis management modes like the Cuban Missile Crisis management(an international cooperation situation in international nuclear crisis management led by two superpowers of America and the Soviet union;this is a kind of Chicken Game in nuclear crisis management),the South Asia Nuclear Crisis management(an international cooperation situation in international nuclear crisis management led by two regional powers of India and Pakistan;this is a kind of Prison Dilemma in nuclear crisis management),and the Second North Korean Nuclear Crisis management(an international cooperation situation in international crisis management led by America and the North Korea;this is a kind of Suasion Game in nuclear crisis management).After in-depth discussion of practical cases,the author further analyzed and compared the international cooperation situations in three nuclear crisis management cases in an extensive way from such perspectives as international background,benefits of various parties,major factors and other factors.Based to the above analysis and compare,the author finally summarized various factors for success and failure of international cooperation in international nuclear crisis management.In the international cooperation of international nuclear crisis management,the primary factor is international background,because different international backgrounds of international nuclear crises decide detailed contents and requirements of international cooperation in international nuclear crisis management.Except international backgrounds,benefit factor is also an important aspect for international cooperation in international nuclear crisis management.Common benefit is an important basis for international cooperation in international nuclear crisis management.Excluding international background and common interest,there are various other game situations in the international cooperation of international nuclear crisis management.With respect to explanation and analysis of this thesis,there are three typical situations.The first situation is the Chicken Game of international cooperation in nuclear crisis management.The major problem in this situation of international cooperation is benefit allocation.In order to solve such a problem,relevant international regime should display its allocation function.The second situation is the Prison Dilemma situation of international cooperation in nuclear crisis management.The major problem for this situation of international cooperation is betrayal.In order to solve such a problem,relevant international regime should have supervision and sanction functions.The third situation is the Suasion Game of international cooperation in nuclear crisis management.Except the primary problem of benefit allocation,there remains betrayal in the international cooperation of this situation.In order to solve such two problems,relevant international regime should not only display allocation function but should also have supervision and sanction functions.Except some major factors which may influence the international cooperation in the above three situations,there are other seven factors in international nuclear crisis management.These seven factors are the important background factors which exert influences on the international cooperation during international nuclear crisis management.Their existence may lead to failure of international cooperation among different countries,even though there is international regime.Hence,the author believed the managers of international nuclear crisis should have a comprehensive consideration of the above factors in the future international cooperation of international nuclear crisis management,so as to achieve better performance in the future international cooperation of international nuclear crisis management.
