The Scholars' studies for the international crisis management mostly focused on the role and function of the government or the foreign policy-making department, whereas they relatively paid little attention to that of the educated elite and ordinary people. It is true that the government or the foreign policy-making department is absolutely dominated in the international crisis management; however, it would be better for china to manage the international crisis if the intellectual elites and the ordinary people had played more important roles in the international crisis management. Having a good knowledge of crisis management and careful capacity of analysis, the intellectual elite is the mental resources which the government can rely on in the international crisis management. And the ordinary people, characterized with the big population and scale, provide the fixed public supports to the management of the international crisis. Therefore, the more studies for the roles of the intellectual elite and the ordinary people have a great significance in improving the management of the international crises.The effect of international crisis management is decided by the national comprehensive strength, the strategies and tactics of the international crisis management and the channels and efficiency of the information delivery and communication and so on. The strategies and tactics of the international crisis management largely depend on the academic research and theory building made by the majority of scholars including the intellectual elite. With the development of the internet where the depth and breadth of information delivery are respectively deepened and enlarged, it comes to be possible that the increasing people take part in the international crisis management. It should be admitted that the educated elite and the general public have objectively played important roles in the international crisis management. Therefore, the government should effectively encourage the educated elite and the ordinary people to participate in the international crisis management.Chinese intellectual elite, having a tradition of feeling anxious about their country and their people, have played an important role in the international crisis management by the ways of exchanging information, guiding public opinion and influencing decision-making activities. At the same time, as a result of institutional weakness, lack of their own research capacity and the limited actual influential effect, there is a still large space for Chinese intellectual elite to play.It has long been known that the Chinese general public is concerned about the state affairs. The passion of the general public is limited by the objective constraints of the access to participation and information in the past. With the development of the internet, the ways of public participation and the channels to information are becoming diversified, which greatly released the popular enthusiasm of participation in the international crisis management by the ways of demonstrations, exposing the truth and expressing their own feelings. At the same time, as a result of the irrational tendency of emotion, the one-sided way of thinking and the non-organizational behavior, the general public should be both encouraged and guided. The Chinese intellectual elite and the ordinary people are responsible for their respective roles and missions in the international crisis management.The main framework of this article is as follows: The first chapter of the thesis defines the core concepts involved and the scope of the study. It cards and defines the concept of the international crisis, explores the principles of international crisis management and discourse the relation between the educated elite and the ordinary people and the international crisis management in accordance with the logic of analysis.Chapter II focuses on the analysis of the development status of Chinese intellectual elite, the ways of involvement in the international crisis management and the relative defects and analyzes the role of the intellectual elite in the international crisis management through the case study of Sino-Japanese "Tampering Textbook Case".Chapter III focuses on the analysis of the development status of Chinese general public, the ways of involvement in the international crisis management and the relative defects and analyzes the role of the general public in the international crisis management through the case study of Sino-US "Bombing Embassy Case".Chapter IV makes comparison between the intellectual elite and the ordinary people to explore their links and differences and the interactions among the three of the decision-making departments, the educated elite and the ordinary people in the international crisis management.
