Research On The Development Of The Party’s Political Building

The 19 th National Congress of the Communist Party of China proposes that the Party’s political building is of fundamental importance to the Party and determines the direction and efficacy of Party building.Although the research on this issue started by the meeting and have been noticed after that,it does not mean that the Party’s political building is a "Fairy from wonderland" or "uninvited guest".In fact,during more than90 years of the history in Party building,the Party’s political building has existed,played a key role and formed its own unique development logic.No matter it is " in front of the stage " showing explicit development,or "behind the scenes" showing hidden development.To study the history of the Party’s political building,it is critical to sort out and analyze this logic.This research mainly includes four aspects.The first part is introduction.It mainly presents the origin of the research,the meaning of the topic,the existing researches at home and abroad,the framework,ideas and methods of the research,difficulties and possible innovations.The study on the history of the Party’s political building is good for deepening the understanding of Xi Jinping’s party-building ideological scientific system on the theoretical level,doing the political construction of the party in the new era on the practical level and promoting the development of the secondary discipline "Party Building" on the academic level.At the same time,combined with the definition of the concept of the party’s political building,this part generalized the existing research and the analysis the absences.(scarce "meticulous","precision" and "practicality").This thesis tries to take the object,the idea and the method as "ordinate",and the key difficulty as "abscissa" to construct a proper theoretical analysis framework.The second part mainly discuss the basic theory of the Party’s political building.Specifically,it includes defining the connotation of the Party’s political building,sorting the Party’s political building thoughts in the history of Marxism development,considering and reviewing the value and function of the Party’s political building.First,it tries to define the Party’s political building from three perspectives.Second,it sorts out the Party’s political building thoughts in the history of the development of Marxism,mainly including the Marxist classic writer’s and the Chinese Communists’ thoughts and theory of the Party’s political building.Third,it sorts out the value and function of the Party’s political building,mainly in three aspects.That are conducive to solving the outstanding contradictions and problems of the party’s own existence,conducive to safeguarding the party’s overall unity and action and conducive to maintaining the party’s nature: the proletarian vanguard.The third part is to induct,summarize and analyze the more than 90 years history of the Party’s political building,which is the main part of this thesis.If time is used as the abscissa and practice as the ordinate to draw a map of the Party’s political building,we can find that it can be roughly divided into four stages as follow.The first stage was from 1921 to 1949 when the Party’s initial the political building and beginning to developed.During this period,the Party’s political building focused on the formulation and the improvement of the party’s program,the strengthening of the central government’s leadership over local party organizations,the strengthening of the Party’s political discipline,and the struggle against wrongdoings and ideas within the party.This stage presents three characteristics:constant change of work focus,greater influence by external factors,coexistence of correctness and mistakes.The second stage was from 1949 to 1978.During this period,the Party faced two "political questions" proposed by the overall administration: maintaining political identity and consolidating ruling status.The Party has tried to "respond" in terms of consolidating and strengthening the Party’s leadership,safeguarding the Party’s unity and harmony,rectifying the Party’s thinking and style,and purifying the Party’s organization.This action has achieved gratifying results.At the same time,the problems also existed,the most prominent problem is the political life within the Party is not normal.In general,during this period,in the practice of The Party’s political building,the two tendencies of right and wrong are intertwined and competing with each other.Until the "Cultural Revolution" began,the wrong tendency completely defeated the correct tendency and resulting in a total mistake.The third stage is from 1978 to 2012.After the reform and opening up policy,the new period put forward three new propositions for the Party’s political building:Whether it can establish and insist on the correct political direction on the basis of bringing order out of chaos;whether it can insist on the correct political principles in the opening environment;whether it can maintain the integrity of clean hands in politics under the market economy.In this regard,we began to arm the whole party with the correct guiding ideology,formulate and implement the Party’s basic line in the primary stage of socialism,strengthen the Party’s democratic centralism,regulate and serious political life in the Party.The political construction of the Party has come back to the right course and began to move forward rapidly.During this time,the characteristics of the Party’s political building are:focus on advancing in the form of institutional solidification at the content level;presenting a “latent” development at the formal level;focus on the key minority at the method level,especially the main leading cadresThe fourth stage is from 2012 till today.Facing the increasingly prominent neglect of politics,the new changes in the situation of the country,and the new requirements of adhering to and developing socialism with Chinese characteristics in new era,the Party Central with Xi Jinping as the core puts Party’s political building at a height where we never get to.In the past few years,we have focused on grasping the primary tasks,safeguarding central authority and centralizing unified leadership;building political souls,striving for lofty ideals and beliefs;strengthening institutional safety,strictly understanding the Party’s political disciplines and rules;realizing the foundation of the Party and ensuring the seriousness of political life within the Party;and strengthening value leadership,promoting the core values of the Communists.Political construction had begun to develop in an all-round way,and achieved historic achievements.Plenty of construction practice has given the Party’s political building a distinct phased feature,including putting political construction at an unprecedented critical position,treating political construction as a systematic project,emphasizing the priority of political construction and promoting political construction to the grassroots and individual members of the Party.The fourth part is summing up,and focuses on experience and inspiration.Over the past 90 years,the Party’s political building has accumulated six valuable conclusions as follow.First,we should constantly enrich and develop the guiding theory of the Party’s political building;second,we should always focus and serve on the fundamental that insist on the leading of the CPC and perfecting the leadership;third,take maintaining the central authority and centralizing unified leadership as the primary task all the time;fourth,reasonably determine the key factor of the Party’s political building in different periods;fifth,correctly handle several relations in the practice of the Party’s political building;sixth,constantly develop the laws and regulations on the Party’s political building.Summarizing historical experience and returning to reality,we must pay attention to the following aspects in promoting the political construction of the party in the new era: Firstly,we must unify our understanding and condense the broadest consensus on the Party’s political building.Secondly,we should take effective measures to maintain the central authority and centralize unified leadership.Thirdly,we must get through the last mile of political building,keep political building extending to grassroots party organizations and ordinary party members.Fourthly,we must firmly grasp the biggest politics of the "population feelings".Fifthly,we must tighten the cage of the system and continue to consolidating the institution for the Party’s political building.
