Urbanization is an irresistible trend in the world.By the end of this century,mankind will finally complete the fundamental transformation from the traditional backward rural society to the modern advanced urban society and enter the perfect urban society.Most of the world's developed countries have or still are committed to urbanization.Since the founding of the People's Republic of China,China has been promoting the process of urbanization.However,China's urbanization is not as smooth as imagined.Instead,many problems have been exposed,which are finally projected onto the people in the process of urbanization.Population is an important carrier of urbanization.Population urbanization is an important part of urbanization and a problem that must be solved to achieve urbanization.However,according to the practice of urbanization in China for many years,the emphasis on the urbanization of things is much higher than the urbanization of population,which leads to many problems in the process of urbanization,among which the difficulty of citizenization of the migrant agricultural population and the existence of a large number of semi-urbanized population is one aspect.Especially,the transformation of the principal contradiction in our society has put forward higher requirements for urbanization.Therefore,the research on this issue has more practical significance.In order to reduce the semi-urbanized population and increase the number of urban population,the most important thing is to promote population re-urbanization.This is a strategic choice to promote China's urbanization to a higher level and higher quality.This paper draws on the existing research results and closely grasps the core element of "the key factor of urbanization is people" to systematically and comprehensively analyze the problem of population re-urbanization.In the introductory part,we first analyze the research background and significance of this article,point out the domestic and world background of this article,the significance of this article for the urbanization practice and theory of my country and the world.Then this article introduces the academic research on the issue of population re-urbanization from two perspectives of world perspective and China's reality,which not only illustrates the general concern of population re-urbanization,but also analyzes the unique value of China's population re-urbanization.The first chapter analyzes the relevant concepts of urbanization.This chapter starts with the basic concepts of population re-urbanization,urbanization and population urbanization,clarifies the historical starting point of this article,discusses the meaning of urbanization from multiple angles at home and abroad,and illustrates the consensus of domestic scholars on population urbanization.Then it examines the theme concepts of this article,re-urbanization and population re-urbanization,clarifies the connotation,elements and goals of population re-urbanization,and lays a theoretical foundation for later analysis of related issues of population re-urbanization.The second chapter mainly investigates the basis of population re-urbanization in China.By analyzing the development course of China's urbanization,the present situation of China's urbanization is clarified,and it is pointed out that China's urbanization shows the basic characteristics of the long-term existence of urban-rural dual structure,the urbanization of things faster than the urbanization of people,the large gap between urbanization areas and the obvious state of urbanization cluster.This is the realistic foundation of China's population re-urbanization.Chapter three analyzes the necessity of population re-urbanization in China.This chapter expounds the necessity of China's population re-urbanization by analyzing the problems in the process of China's urbanization.From the perspective of urbanization itself,urbanization lags behind industrialization,urban and rural development of urbanization is unbalanced,and population begins to reverse urbanization flow in the state of low urbanization level.Because of these problems,it is necessary to promote population re-urbanization and promote the process of urbanization in China.The fourth chapter is the restrictive factors of China's population re-urbanization.This chapter from two aspects of system and the institutional conditionality factors of population and urbanization in China,the institutional constraint factors including the household registration system,land system and social security system,the institutional constraint factors mainly include employment,housing and urban disease.To some extent,these factors hinder the population and urbanization in our country.Chapter five explores the path of population re-urbanization in China.Based on the analysis of restrictive factors of population re-urbanization in the previous chapter,this chapter starts with the process of rural population turning into urban population.In terms of household registration,the key is to remove the welfare security based on the household registration system.In terms of land,it is necessary to accelerate the confirmation of land ownership,build a unified land market,and ensure farmers to exit the countryside smoothly with their capital.In terms of employment,the focus will be on strengthening education and training for the rural population.In particular,we will increase vocational education and training for employment and entrepreneurship,enhance vocational skills,and ensure that farmers can use their human capital advantages to enter cities and engage in non-agricultural production.In terms of social security,it is necessary to accelerate the establishment of a unified social security system in urban and rural areas and improve the level of social security.Last but not least,we should reduce the cost of entering the city for farmers,give them double preferential treatment for buying house and renting house,and enhance their sense of integration into the city.The last part summarizes and draws the basic conclusion: population reurbanization is an inevitable choice of China's urbanization;system barrier is a major obstacle of population re-urbanization in China;population re-urbanization is a longterm historical process.At the end,the paper explores the possible research in the future.
