Research On The Disciplinary Inspection And Supervision Station System Of The Communist Party Of China

As a political institution with Chinese characteristic,the discipline inspection and supervision system of the Communist Party of China plays a key role during the different periods of revolution,construction and reform led by the Communist Party of China.It provides institutional guarantees for the course that the Communist Party of China successfully led the people in overthrowing three mountains(imperialism,feudalism and bureaucrat-capitalism),founding the People's Republic of China,establishing the basic socialist system,and developing socialism with Chinese characteristics.It is a crucial institutional arrangement which ensures the long-term governance,advanced nature and purity of the Communist Party of China.The dispatched institution constitutes one of the branches of the discipline inspection and supervision system,and they are in the leading position of the supervisory system over the power.At the core of the dispatched institution,the dispatched oversight,the disciplinary oversight,the supervision oversight and the inspection oversight constitute four full-coverage power supervision patterns,and are an important part of the Party and state supervision system.The dispatched departments for inspection and supervision have become an important carrier for the supervision of lower-level Party organizations by higher-level commission for discipline inspection,and play an important role in enhancing the leadership of Party organizations at every level of Party and state organs and Party officials.It is the key to promoting modernization of Party and state organs at every level,which eventually makes a systematic contribution to the strengthening of the Party's overall leadership.Since the establishment of the Party,the discipline inspection and supervision system has gone through different periods of establishment,revocation,re-establishment and continuous development and improvement.The dispatched institution of the discipline inspection and supervision system emerges and develops in parallel with the discipline inspection and supervision system.Since the Chinese eighth CPC Central Committee tenth plenary session,it has been in stable development overall.The Central Committee of the Party decided to implement unified management of the dispatched departments in 2004,put its proposal into effect that the CPC Central Commission for Discipline Inspection dispatches the discipline inspection and supervision departments to the Party and state organs at the central level in 2013 and carried out the full coverage of the dispatched departments of Party and state organs at the central level in 2015.In 2019,the CPC Central Commission for Discipline Inspection and the State Committee of Supervisory of the People's Republic of China set up 46 dispatched teams for discipline inspection and supervision in charge of the 129 Party and state organs at the central level.The Central Committee of the Party proposed "focusing on exploring innovation and achieving breakthroughs in daily and long-term supervision." The dispatched departments will be even more promising in fulfilling the Party's discipline inspection and supervision.However,as a part of the discipline inspection and supervision system,the system has received relatively little attention from academia.The research on the dispatched departments into the party and state organs at the central level to explain on the dispatched institution is even rarer.Therefore,it is more conducive to grasping the direction and focus of the discipline inspection and supervision system reform,especially the discipline inspection and supervision organizational reform when the Party and state organs at the central level as a whole are used to investigate the discipline inspection and supervision system.This thesis uses the literature research method,the empirical research method and the institutional analysis method to study the dispatched institution,and draws the following conclusions: the dispatched institution has rich theoretical sources and historical developments;this thesis mainly sorts out and summarizes the theoretical sources of the dispatched institution of the discipline inspection and supervision system according to ancient Chinese inspection and supervision system,Marxist classical writer supervision theory,the inspection and supervision thought of the Chinese Communist Party,and the new development of the inspection and supervision theory since the 18 th National Congress of the Communist Party of China;the author attempts to make sense of the development course and each stage ' s characteristics of the dispatched institution of the discipline inspection and supervision system by tracing the Party's inspection and supervision system history,the dispatched institution history,and new breakthroughs in the inspection and supervision system and the dispatched institution since the 18 th National Congress of the Communist Party of China.The core role of the dispatched institution is the dispatched supervision,and the central carrier is the dispatched departments;without it,the system cannot function well.The dispatched departments are at the center of the research on the dispatched institution,and the author tries to interpret the competency of the dispatched departments into the Party and state organs at the central level according to the Party constitution,the constitution,and the supervision law,and analysize the current status of the dispatched institutions to enhance the understanding of the dispatched institution.The dispatched institution of the discipline inspection and supervision system is a part of the political system with Chinese characteristics.The corresponding work contacts generated by the dispatched departments in the inspection and supervision work constitutes its relationship structure under which the system can embody and fulfill its functions.Therefore,it is necessary to examine the working relationship and operating mechanism of the Party and state organs at the central level from the macro level.In analysizing the current status of the dispatched institutions based on the policies and regulations,we should fully understand the special significance of the dispatched supervision in the Party's internal supervision system and the national inspection and supervision system,and support the dispatched supervision to play a more active role in the Party self-governance exercised fully and with rigor.The dispatched institution can partly enhance the Party's leadership,advance the modernization of state governance,and ultimately achieve people-centered development.Studying the dispatched institution in terms of the dispatched departments at the central level,we aim to make a value analysis of the dispatched departments as well as various mechanisms by statically inspecting departments at this level,and affirm its value in enhancing the Party's leadership,advancing the modernization of state governance,and serving the people wholeheartedly,especially significant value in enhancing the Party's leadership comprehensively and governance so that we are able to tap the potential value to provide some suggestions for the further improvement of the dispatched institution.The research on the dispatched institution of the discipline inspection and supervision system of the Communist Party of China is of great significance for the continuous improvement of the supervision system of the Party and state,and it has an important system support for the discipline inspection and supervision organs to better play the role of supervision,discipline accountability,supervision,investigation and disposal,helping to achieve the transformation from the "tangible full coverage" of the dispatched departments to the "effective full coverage" of the dispatched supervision.Under the overall logic of strengthening the Party's overall leadership and Party self-governance exercised fully and with rigor,the dispatched institution has a strong practical significance in strengthening the Party's leadership,enhancing the Party's long-term governance capacity,and maintaining the Party's advanced nature and purity.There still exist some common problems in the course of the dispatched institution.It is urgent to explore the innovative supervision methods to achieve targeted supervision,and enhance the capacity of the officials of the dispatched institutions to fulfill the responsibilities and missions.Although this thesis is a beginning for the research on the dispatched institution of the discipline inspection and supervision system,there are also deficiencies and weaknesses in the research and analysis process.For example,the author failed to interpret the institution sufficiently,and pay less attention to the dispatched departments at the county level.We must continue to strengthen and deepen the research.
