Research On Inflation And Governance In The Shaanxi-Gansu-Ningxia Border Region During The Anti-Japanese War

During the War of Resistance against Japan,currency inflation in the border areas of Shaanxi-Gansu-Ningxia was a severe challenge in the ruling history of the CPC.From 1941 to the end of the anti-Japanese war,currency inflation in the border areas of Shaanxi-Gansu-Ningxia was repeated,which brought the people in the border areas serious difficulties and damaged the prestige of the CPC and the government of Shaanxi-Gansu-Ningxia border areas.During the War of Resistance against Japan,the process of currency inflation in the border areas of Shaanxi-Gansu-Ningxia was very complex,and the CPC and the government of the border areas also encountered a lot of difficulties in controlling currency inflation.Taking currency inflation in the border areas of Shaanxi-Gansu-Ningxia during the War of Resistance against Japan as the research object,this paper researches the overall perspective of the currency inflation in the border areas of Shaanxi-Gansu-Ningxia during the War of Resistance against Japan from the causes,development course,influence,controlling of currency inflation and other perspectives.During the War of Resistance against Japan,the situation of currency circulation in the border areas of Shaanxi-Gansu-Ningxia was complicated.In the issuance and evolution of currencies,financial institutions in the border areas played a crucial role,and with the changes in political and economic situations,financial institutions in the border areas adjusted the key emphasis in work timely.Due to the special historical environment during the War of Resistance against Japan,there were various types of currencies and rapid alteration in the border areas,which brought practical difficulties to the implementation of the financial work in the border areas.As the turning point of the financial and economic work in the border areas of Shaanxi-Gansu-Ningxia during the War of Resistance against Japan,the Southern Anhui Incident in 1941 also acted as the beginning of the extreme difficulties in the border areas.Because internal and external factors were interwoven with each other,and the CPC lacked experience in the economic field,currency inflation happened in the border areas of Shaanxi-Gansu-Ningxia and constantly deteriorated with the deepening of financial and economic difficulties.Influenced by complex reasons,currency inflation didn't stop until the victory of Anti-Japanese War and even deteriorated during the Anti-Japanese War;from the first half of 1941 to the full year of 1943,currency inflation was the most serious.As currency inflation happened,it was difficult for the implementation of financial business in the border areas,which seriously influenced the life of the people in the border region,brought difficulties to the finance in the border region and threatened the ruling by the CPC in the border region.In the face of the adverse influences brought by currency inflation in the border areas,the CPC and the government of the border areas have explored the methods to control currency inflation despite difficulties.However,due to the complicated currency inflation situation in the border areas of Shaanxi-Gansu-Ningxia,the process of controlling currency inflation was difficult.Through practices,the CPC and the government of the border areas firstly established a unique financial system in the aspect of finance,adjusted the work in the border areas,strictly managed foreign exchanges,carried out the currency fight,issued the commercial currency notes of the trading companies according to the practical situation of the border areas,which effectively alleviated the problem of currency inflation.Secondly,in order to fundamentally control currency inflation,the production and supply capacities were improved through large-scale production campaigns and the development of public businesses and enterprises in the border areas;through carrying out the foreign trade in the border areas,the shortage of necessities in the border areas was solved.Through adopting various measures,the economic construction in the border areas was promoted,which played a crucial role in fundamentally controlling currency inflation.Besides,the government of the border areas formulated policies and regulations,widely publicized them and mobilized the public,so as to overcome currency inflation by making concerted efforts across the border areas.During the War of Resistance against Japan,currency inflation in the border areas of Shaanxi-Gansu-Ningxia exerted a profound influence on the border areas,which was not the unique phenomenon in the border areas of Shaanxi-Gansu-Ningxia.Under the background of the Anti-Japanese War,currency inflation happened in the areas ruled by the Nationalist Party and other anti-Japanese base areas.There were similarities and differences between the border areas of Shaanxi-Gansu-Ningxia and the areas ruled by the Nationalist Party and other anti-Japanese base areas;by comparing with the areas ruled by the Nationalist Party and other anti-Japanese base areas,currency inflation in the border areas of Shaanxi-Gansu-Ningxia had the characteristics of input,passivity,and repetition.Through controlling currency inflation by the CPC and the government of the border areas,the financial crisis in the border areas was overcome successfully,and the life of the people in the border areas was effectively improved,which increased the prestige of the CPC.During this progress,the CPC also accumulated rich experience for the later economic work,for example,it is necessary to correctly understand the relationship among finance,currency and economy,solve the financial problems by developing production,fully prepare for the issuance of paper money and formulate feasible policies to maintain financial stability.Besides,during the process of controlling currency inflation,a lot of economic cadres have been cultivated for the border areas of Shaanxi-Gansu-Ningxi and new China.This paper aims to objectively investigate the history of currency inflation in the border areas of Shaanxi-Gansu-Ningxi during the War of Resistance against Japan and explore the process that the CPC led people to control currency inflation.It is hoped that this phase of history can be presented objectively through the research in this paper,and through supplementing this field,people can more deeply understand this phase of history,so as to provide reference for related researches.
