The Practice Dilemma And Support For Social Entrepreneurship On The Perspective Of Organization Life Cycle

Under the background of “popular innovation,mass entrepreneurship”,it is urgent and necessary to develop social entrepreneurship that are oriented towards solving social problems and taking into account social and economic values.At the same time,China's social entrepreneurship has just started,and there are still many shortcomings in many aspects.Therefore,how to strengthen the support for social entrepreneurship is particularly important.This study takes the “organizational life cycle” as the analytical perspective,and divides social entrepreneurship into four different stages: incubation stage,initial stage,development stage and maturity stage.We analyze the characteristics and dilemmas of different stages,based on the existing support experience.The following is the main content:(1)In the incubation stage,it means that social entrepreneurship is put into practice from "idea",which is marked by the establishment appeal of the organization.During this period the main contradiction is the "organization",embodied in organization founded appeal and the institutional environment.Based on analyzing the general process of social entrepreneurship organization,we further analyze the cause of the dilemma: the lack of operating funds,the limits and shortcomings of the internal management mechanism and insufficient policy environment.Therefore,we believe that the promotion of“organizational incubation” in the initial stage of social entrepreneurship should be the main support content of this period.In the specific organizational incubation targetted support path,It is necessary to simplify the procedures to enhance the policy's landing thrust,strengthen social assistance through getting the third-party assistance;create a platform to build an incubator base for public welfare entrepreneurship.(2)In the initial stage,social entrepreneurship organizations gradually allocate the capital,human resources,capital and other elements they need.And through their own continuous integration of national,market and social resources,so that their own value care gradually into a stable state of existence.The main contradiction of this period is reflected in "ability",which is the "lag" between organizational ability and organizational vision.The main reasons for the insufficiency of resource integration and public servicecapability of public venture organizations during this period are the weakening of resource integration capability and public service capability.Therefore,strengthening the "capacity building" of social entrepreneurship organizations constitutes the main content of targeted support at this time.In the specific path,it is mainly carried out from the perspective of "organizational socialization" and "organizational self-construction",among which,in promoting the socialization of social entrepreneurship organizations,it should focus on the creation of market capacity.Specific path is: strengthen market orientation to improve resource conversion ability;Link external intelligence to build high resource conversion platform.In promoting the self-construction of social entrepreneurship organizations,we should focus on the improvement of executive ability.The concrete path is: strengthening the organization governance structure to optimize the management efficiency;Improve the assessment and incentive mechanism to enhance human efficiency.(3)In the development stage,the entrepreneurs gradually nurture and form their entrepreneurial ideas,including the concept of entrepreneurial ideas and the pursuit of entrepreneurial values.The main contradiction in this period is manifested in the “talent”,which is reflected in the lack of professional talents and the shortage of professional talents in the undertakings.On the basis of analyzing the practice model of social entrepreneurship,we further analyze the reasons for the inconsistency between demand and supply in the talent field: extensive guiding policies,inadequate entrepreneurship education and entrepreneurs' own deficiencies.Therefore,we believe that strengthening personnel training should constitute the main support content of the concept period.In the specific targeted support path,we should implement stratified education through combining general education with professional education;Strengthen policy interpretation through cultivate the ability of entrepreneurs to interpret policies;Train market ability through improving competitive level;Enhance rational thinking through promoting thought maturity;Build team awareness through improving organizational capability.(4)In the maturity stage,social entrepreneurship organizations have entered a steady development track.In this process,the most important link is how to make their own entrepreneurial organizations can continue to operate well.The main contradiction in this period is reflected in the "operation",which is reflected in the conflict betweencommercial operation and commonweal goals,which is simply the deviation between means and goals.The reasons for this tension are: the lack of institutionalized constraints and the difficulty in forming the field of entrepreneurial organizations;the deviation of government understanding and social needs;the colonization and invasion of commercial capital;and the variation of internal capital elements.Therefore,the targeted support in this period should focus on "operation correction",in the specific support path: optimize the environment,maintain the continuous presence of the role of the government;Form norms and introduce the third-party supervision and evaluation system;Information disclosure,linking government needs and social cognition;Improve governance and institutionalize social entrepreneurship;We will speed up legislation and improve the law on social entrepreneurship organizations.In general,social entrepreneurship in different organizational life cycles have different characteristics and dilemmas.Therefore,targeted design of differentiated support strategies will help “precise support” and improve the utilization efficiency of supporting resources.
