Study On The Government Responsibility In The Employment Of Chinese College Students

The Chinese ordinary institutions of higher education have gradually become more popular from only cultivating “elites”,since they implemented the enrollment expansion policy.The number of college graduates has increased from 2.12 million in the first term(2003)after enrollment expansion,to 8.34 million in 2019.In today's market-oriented employment,the difficulty of college students' employment has become one of the hottest issues in society.The report of the 19th National Congress of the Communist Party of China made it clear that:“Employment is the biggest concern of people's livelihood.We must adhere to the strategy of giving top priority to employment and the proactive employment policy to achieve higher quality and fuller employment.” As the employment problem of college students becomes increasingly prominent,the Chinese government attaches increasing importance to the employment of college students,and has raised the employment problem of college students to a high level of ensuring and improving people's livelihood.At the same time,the country has continuously issued a series of employment policies to guide and promote the employment of college students.In this context,the government responsibility in the employment of college students has not been exactly clarified,thus the real value of theoretical research can be highlighted.This paper discusses the government responsibility in the Chinese college students' employment,which purposes to combine the college students' employment and the government responsibility,these two most fundamental questions;to discuss this question in the context of constructive logic of government responsibility.It helps to clarify the government responsibility in the employment of college students,which is the basic of this research.On this basis,the problems such as which is the emphasis of government responsibility construction,can be solved.It is the logical starting point to determine the government responsibility in the employment of college students in China.The necessity of the government responsibility fulfilling is explained,and the government responsibility connotation is determined which involves 3 aspects: regulation,service and supervision by rethinking the relationship between college students' employment and the government responsibility,based on the theory of responsible government,the people-oriented idea of Sinicization of Marxism,the theory of market failure,the new public service theory,the supply side structural reform theory,based on the reality of government to safeguard citizens' basic survival and development of the basic government responsibility,and the responsibility of socialist government to realize social fairness and justice.Generally speaking,the study of social phenomena and related problems cannot separate the longitudinal links of history.Discuss the differences of government responsibility in the different period since the reform and opening up,and discuss this question in the context of constructive logic and development process of government responsibility.This research explains historical rationality and existing problems of the government responsibility fulfillment,focus on the serious problems of the government responsibility fulfillment at the end of the 20th century when college students select job independently,ensures the historical continuity of the research on the government's responsibility of college students' employment,and lays a foundation for deeper research on the problems.In order to improve the credibility and objectivity of the research,the network questionnaire survey and case interview were used for empirical research.I developed a questionnaire: “Survey on the Fulfillment of Government Responsibilities in the Employment of Graduates”.This survey covers 52 colleges and universities,20 197 college graduates,using the sociological statistics software SPSS to analyze the questionnaire data,frequency analysis and cross analysis.The results of frequency analysis and cross analysis are obtained respectively.At the same time,some of the managers and government officials were interviewed.On the basis of empirical research,this paper analyses government regulation,service,supervision responsibility in college students' employment.The problems in the fulfillment of the government regulation responsibility are as follows: employment policies do not pay enough attention to the individual needs of college students,and the planning and coordination of employment policies need to be improved urgently.The problems in the fulfillment of the government service responsibility are as follows: colleges and universities do not have strong subjective consciousness of promoting college students' employment with employment services,and public employment service agencies do not play an obvious role in promoting college students' employment.The problems in the fulfillment of the government's supervision responsibility are as follows: insufficient effective supervision of the quality of higher education in response to the employment status of college students,the construction of equal employment legal environment for college students lags behind,and the supervision mechanism of college students' employment policy is not perfect.Deeply research the performance of government responsibilities in college students' employment in developed countries such as the United Kingdom,the United States,Japan,Sweden,and other countries with economies in transition,Russia and so on.Based on China's national conditions,this paper reveals the importance and particularity of the fulfillment of government responsibility in the Chinese college students' employment,as well as the Chinese road that should be adhered to in the construction of government responsibility.Finally,it responds to the government responsibility in the college students' employment which is clarified by theoretical deduction under the practical logic.This paper explores constructive strategies for college students to fulfill their employment based on China's national conditions.The strategies and suggestions on government regulation responsibility are to establish the concept of people-oriented employment policy,improve the planning and coordination of employment policy.On government service responsibility the strategies are to strengthen the subject consciousness of college students' employment service and enhance the supply ability of college students' employment service of public employment service.In terms of government supervision responsibility,the strategies are to optimize the talent training mechanism of colleges and universities by government supervision,guarantee equal employment of college students by legal system,and improve the effectiveness of employment policy implementation by subject accountability system.Thus in the logic of reality,the government responsibility promotion mechanism in the college students' employmen is formed,and we strive to solve the employment problem of Chinese college students step by step.
