Research On Local Government Responsibility In College Students' Employment

Since the enrollment expansion of higher education,the number of college students has increased year by year.But under the new background of the further economic reform and slowing economic growth,the total amount of employment is under great pressure,and the structural contradictions in employment are prominent,the employment situation of college students is not optimistic.Although under the conditions of market economy,college students are free to choose their careers,the employment problem cannot be solved solely by the market due to the immaturity of the market economic system and the government's participation in the enrollment and training of higher education.The governmental responsibility is of great significance to the effective allocation of graduates.The Party and government have always attached great importance to the employment of graduates.As an important role for uploading and the primary responsibility of local construction,local government should take responsibility for the employment of college students.Based on the research of domestic and foreign research,this paper defines the responsibility of local government in the employment of college students in combination with the necessity and finiteness of local government responsibility.In order to help solve the problem of college students' employment from the perspective of local government responsibility,the paper takes W city as an example and explores the status quo of local government's responsibility in the employment of college students,the existing shortcomings and the causes,and proposes targeted improvement.The responsibility of the W city government is mainly reflected in the following five aspects:guiding graduates to participate in internships,encouraging graduates to start their own businesses,granting talent subsidies,encouraging graduates to serve the grass-roots and providing employment public services.These measures have promoted the solution of graduate employment problems to a certain extent.However,through the analysis of existing employment measures and the satisfaction survey of graduates on government employment responsibility,it is found that there are still many deficiencies in the responsibility of local governments,which are embodied in five aspects:First,the macroeconomic regulation and control of the market economy is insufficient,and the industrial structure is slow to upgrade.Second,the promotion and implementation of the employment policy are not in place,leading graduates' understanding of policies is inadequate,and the effect of policy implementation is not ideal.Third,the employment service is imperfect,and the role of the bridge is not fully utilized to promote communication between enterprises and graduates.Employment guidance work isn't deep enough,and some work has not even been carried out.Fourth,there are loopholes in market supervision,both in the supervision of the job market and in the supervision of employers and graduates in the employment process.Fifth,labor security is not perfect,and it is common to take a day off every week and fail to pay social insurance according to regulations.The reason why these shortcomings exist,in the final analysis,is that the local government does not pay enough attention to the employment of graduates and does not correctly understand the government's responsibility.At the same time,there is a lack of supervision and assessment for the employment promotion work of graduates.The quality of employment work lacks the criteria for evaluation.In view of the shortcomings of the W city government in the employment of college students and the reasons for their occurrence,the author proposes improvements in three areas.Firstly,it is necessary to do a good job in the preparation,including paying more attention to the employment of college students and clarifying the responsibility of the related responsibility main body.With the goal of promoting the employment of college students,the relevant departments of local governments should allocate powers and responsibilities.Secondly,according to the positioning of duties,formulate specific responsibility measures,from five aspects:Through economic development and industrial upgrading,create more jobs;through the expansion of employment channels,ease the contradiction between supply and demand,achieve diversified employment;improve employment guidance and consulting services through multiple channels;build an employment service integration platform through internet mean;strengthen market supervision and improve a unified,open,competitive and orderly labor market system.Finally,through supervision and assessment to ensure the implementation of the responsibility,on the one hand,through internal work breakdown and task decomposition,improve internal evaluation mechanism;on the other hand,through the introduction of third-party forces such as graduates and universities to achieve external supervision.
