China's reform and opening-up,the globalization of the world economy and the construction of "Belt and Road" have provided an opportunity for the comprehensive and rapid development of China's inbound and outbound tourism.As a comprehensive industry,tourism is playing a more and more important role in international affairs,which is exerting an increasingly significant influence on China's political,diplomatic,economic,social,cultural and environmental fields.Tourism began to move to the forefront of China's diplomacy,and tourism diplomacy has gradually become China's new non-traditional diplomatic way.As a new field,tourism diplomacy has been paid attention to by academic circles,but on the one hand,scholars pay more attention to the market and economic benefits brought by international tourism,and pay less attention to the political and diplomatic characteristics of international tourism;On the other hand,scholars tend to study it from the perspective of tourism,while the field of international relations and diplomacy pays very little attention to tourism diplomacy.With the rapid development of globalization,transnational tourism has become a highly political act,which is closely related to the diplomatic activities among countries.Tourism diplomacy has become a part of the diplomacy with Chinese characteristics in the new era,especially since the "Belt and Road" initiative was put forward,tourism diplomacy,with its own advantages and characteristics,is becoming an important diplomatic way to implement the national strategy,particularly it plays a greater role in the building of people-to-people communication.Therefore,it is of great significance to study tourism diplomacy of China under the background of "Belt and Road",whether to expand the theory of diplomacy or to guide the practice of tourism diplomacy.Based on the perspective of people-to-people communication,this paper makes an in-depth study of China's tourism diplomacy through the analysis of some cases of China's tourism diplomacy.This paper is divided into seven chapters,the introduction puts forword a problem,that is to say,in the "Belt and Road" co-construction,especially in promoting people-to-people communication among countries,tourism diplomacy has great potential in its development,but tourism diplomacy in the academic community and industry has not received enough attention.The first chapter mainly expounds the relevant theories of "tourism diplomacy" and "people-to-people communication",and probes into the relationship between them.The second chapter mainly reviews the history of the formation and development of China's tourism diplomacy.The third chapter is the theoretical explanation of China's tourism diplomacy,including the concept of China's tourism diplomacy,the mechanism innovation of China's tourism diplomacy and exploring the cooperation space of tourism diplomacy.The fourth,fifth and sixth chapters take China-Russia,China-Central and Eastern European countries,China-Southeast Asian countries as examples to analyze the concrete implementation of "Belt and Road" tourism diplomacy along the route.Chapter Four,five and six as a whole provide case support for chapter three.Chapter Seven evaluates the overall effectiveness of China's tourism diplomacy in strengthening the country's economic strength,improving the country's external environment and promoting friendly exchanges between Chinese and foreign people.In order to promote the "Belt and Road" construction more effectively,the Chinese government should attach more importance to the outward-oriented function of tourism and take an active part in cultural exchange activities.Through various channels,the consciousness of spontaneous tourism diplomacy will be transformed into conscious tourism diplomacy,which serve for China's traditional great diplomacy.
