Study On The Belt And Road Initiative And Sino-Russian People-To-People Exchange

Nowadays,the problem of people-to-people interaction between Russia and China,two countries with different types of culture,has become an important issue in Sino-Russian state.Despite the processes of globalization,which covers almost all the aspects of Chinese and Russian peoples’ lives,the field of people-to-people cooperation and humanitarian ties,transforming people-to-people exchange into the most important area of interaction between the two states,is of particular importance.The most important factor contributing to the development of Chinese historiography of Chinese-Russian relations in the field of education and culture was the intensification of humanitarian relations between China and Russia at a new stage in the modern world.It not only focused world’s attention on the history of Chinese-Russian mutual relations,but also on the topics of cultural and educational cooperation;People-to-people cooperation between China and Russia involves the strengthening of legal measures aimed at the development of bilateral cooperation,covering the various branches of culture,science,education,sports,tourism and health care.Legal regulation of bilateral humanitarian cooperation in this regard should acquire integrity,ensuring the development of humanitarian relations at all levels: state,interdepartmental,regional and commercial.The subsequent development of the “harmonious culture” strategy in China will have an undoubted influence on bilateral Chinese-Russian relations in humanitarian field.Representing quite stable cultural systems that have retained their identity and independence,despite the effects of global processes,China and Russian stay in constant development and interaction with the countries and peoples around them,and above all,with each other.In this regard,the domination of the cultural context of one state should be opposed to the value system of another,in this case Russia.And if we talk about rational interstate bilateral relations,then the key point should be parity of the cultural policy,equality of its subjects and the desire to perceive the will of the other side.One of the main directions in the modern people-to-people cooperation of China is the need to pair traditions and innovations,the Western and Eastern models of the development of modern society and culture.The Chinese leadership sets goals for creating an open space for Chinese culture and Chinese society in general.At the same time,it can be said that thanks to the Confucian model of values,China’s modernization process is possible,based on the moral upbringing of the person and updating the idea of cohesion of people,where the significance of social duty and personal responsibility for the state of affairs in the country is the key message of Chinese culture development.The “Belt and Road” initiative can contribute to the development of people-to-people space of communication.The project of the “Belt and Road” scholarship has passed the organizational and theoretical stage of development and moved into the practical part of the implementation.With sufficient political will,it is possible to consolidate the financial,human,informational and psychological resources of all parties,which in turn will help the use of the latest technologies,and subsequently-introduce into practical implementation of this project in the academic and professional communities of the “Belt and Road” member states.Successful implementation of this initiative will be able to level the effects of the crisis that have been increasing in the educational regional environment in recent years;China and Russia comprehensively seek to ensure the development of bilateral legal relations,adhering to the main principles: equality,mutual respect,non-interference in each other’s internal affairs,all-round advancement of political mutual trust and mutual support;complementarity,mutual favor and mutual benefit,the desire for joint development and consideration of the long-term perspective.This is largely ensured by the fact that the heads of state are determined to deepen cooperation in the humanitarian sphere and help to overcome existing differences and difficulties,predicting a positive trendBilateral cooperation and strategic partnership of China and Russia in the future.In fact,Sino-Russian relations have already become an example of a new type of relations between countries.In the new historical conditions,large-scale changes and deepening of the ChineseRussian relations is a strategic choice of the two writing,and the structure are stated.Chapter 1."Comparative Analysis of the Projects of the Eurasian Economic Union(Russia)and the Economic Belt of the Silk Road(China)".By analyzing how the Russian side sees Chinese Belt and Road project and how the Chinese side sees Russian Eurasian Economic Union we will determine main existing issues that prevent two initiatives from integration.We will offer arguments that the existing problems are due to the lack of understanding what both countries implement to do and conclude that all these problems stem from the lack of people-to-people exchange.Chapter 2.“The main reason for lack of people-to-people exchange in Sino-Russian relations”.The main goal of this chapter is to find the roots the lack of people-to-people exchange between China and Russia stem from.We will analyze it by comparing the current state of the problem and the relations in the Soviet times.We will also pay close attention to the relationship on governmental and common people’s levels.We will present the results of the survey conducted among the citizens of China and Russia living in the same area and,therefore,communicating with each other on the daily basis.Chapter 3.“The Main Directions Of Chinese-Russian People-To-People Relations In The XXI Century” This chapter will be devoted to the main areas(such as educational exchange,bringing up new generations of tolerant young people,mutual representation of modern cinematography,music,etc.under the brands of the Belt and Road and Eurasian Economic Union brands),which can contribute to better
