"One Belt One Road" Joint: Research Of Kyrgyzstan's National Development Strategy For 2018-2040

In September 2013,Chinese President Xi Jinping delivered a speech at Nazarbayev University in Kazakhstan.Xi Jinping proposed to jointly implement the Silk Road Economic Belt.Seven years have passed the project "One Belt One Road" not only won great trust and legitimacy in the world,but also won strong support and active assistance from the countries along the route of the project,which made the project a kind of integration of economies,cultures,medicine,education,tourism,sports.In the framework of this project,a new model of cooperation and common development between countries will be jointly formed,which will contribute to the creation of a community with a common future for humanity.Relations between Kyrgyzstan and China have a long history.Currently,relations between Kyrgyzstan and China are continuously developing within the framework of the "National Development Strategy of Kyrgyzstan for 2018-2040",based on the "One Belt One Road" initiative.For Kyrgyzstan,conducting research on the "One Belt One Road" initiative is becoming one of the important components of the development of Kyrgyz-Chinese relations.Over the past seven years,the tremendous popularity of the "One Belt One Road" initiative in the countries along the route clearly shows that this initiative is aimed not only at creating a new transport route,but also at establishing new economic ties.For the countries along the "One Belt One Road",especially for the countries of Central Asia,an important issue is how to deal with this strategy in order to bring maximum benefit to their countries.In 2017,Kyrgyz President Atambaev issued a statement that the national development strategy of Kyrgyzstan for 2018–2040 and the "One Belt One Road" initiative have good prospects for docking.However,to date,the linkage between China's initiative and Kyrgyzstan's development strategy has not been successfully achieved.Due to differences in economic and social development,the docking process is progressing slowly.The author very much hopes that Kyrgyzstan and China will speed up the “docking”.In terms of docking,strengthening exchanges,as well as developing and strengthening close ties between the two countries in all aspects,can ensure the mutually beneficial development of Kyrgyzstan and China.Thus,the author believes that the study,discussion and analysis of the main issues affecting the national development strategy of Kyrgyzstan and the "One Belt One Road" initiative can contribute to solving the problems associated with docking.Kyrgyzstan and China in the role of strategic alignment of the two countries.Analysis and research of strategies of all parties involved,and,finally,relevant countermeasures and proposals on the link between the national development strategy of Kyrgyzstan and the "One Belt One Road".This document is very important and can contribute to the relations of Kyrgyzstan with China.Thesis writing follows the following route: "theoretical construction-research of the status quo-qualitative research-proposals for opposition and the promotion of countermeasures." Based on the analysis of the literature,based on the reality of the development of Kyrgyz-Chinese relations,as well as on the basis of the work and practice of pilot demonstration projects,the author seeks to build a theoretical basis for the docking.Based on this,through analysis of cases,investigations and interviews,the main challenges and problems that affect the coordination of strategic policies of Kyrgyzstan and China are identified.Taking theoretical foundations,problems and challenges as objects of research and analysis,the national development strategy of Kyrgyzstan for the period from 2018 to 2040 is interpreted and an in-depth study is carried out on how to integrate it into the "One Belt One Road" initiative.Finally,based on the results of analysis and research,the possibility of strategic docking between the two countries is analyzed and recommendations are made.As a result of the research,this article shows that for Kyrgyzstan,the biggest problem facing Kyrgyzstan is the top leadership of Kyrgyzstan,and then society.There are disagreements over the development strategy of Kyrgyzstan until 2040 and China's "One Belt One Road" initiative.Some leaders question the enormous benefits that the "One Belt One Road" initiative can bring to Kyrgyzstan.This study also showed that economic reforms in Kyrgyzstan face many difficulties,among which external factors(Kyrgyzstan is a member of the Eurasian Economic Union)also caused certain difficulties and difficulties in aligning "One Belt One Road" with the national development strategy of Kyrgyzstan for 2018-2040.Therefore,it is believed that strengthening in-depth communication and interaction at the level of the leaders of the two countries,strengthening ties between the two peoples and strengthening comprehensive cooperation in many aspects are effective measures for a joint response.
