Research On Party Committee Leadership In Local Governance Innovatio

In the practice of local governance,why is Zhejiang's local governance innovation clearly in the forefront of the whole country,and finally successfully create a successful sample of the practice of socialism with Chinese characteristics in Zhejiang? In this paper,it is believed that in the process of local governance innovation,the party committee's leadership is the decisive factor for Zhejiang to have achieved excellent performance in local governance innovation and be in the forefront of local governance innovation.The so-called party committee's leadership refers to the force that CPC provincial committee with relative independence,under the leadership of CPC Central Committee,promote the provincial people's will as an innovative strategy in line with the actual development of the province,and make it smoothly implemented,so as to effectively promote the rapid economic and social development of the province.Based on the party committee's leadership,this paper analyzes the Zhejiang practice in local governance innovation from 2002 to 2007 as a case-by-case analysis,and analyzes in depth the strong leadership of the Zhejiang Provincial Committee of CPC that planned and promoted the Eight-eight Strategy,and then reveals the inner composition,internal logic and principle of action of the party committee's leadership,theoretically explaining the practice of local governance innovation in China and its Chinese experience,showing that the leadership of CPC is the greatest advantage of the socialist system with Chinese characteristics.The ranking of local party committees in the organizational system of CPC determines that local Party committees have a dual role.Local party committee is not only the leader of the superior,but also the local leader.As a leader,the local party committee focuses on the local development,which makes local governance innovation become an important proposition of local governance,but the performance of local governance innovation shows obvious differences between provinces.This difference is essentially a difference in the party committee's leadership between provinces,and the party committee's leadership is an organic unified system composed of four core elements: strategic decision-making power,society-stimulating power,organization-guaranteeing power and system-innovating power.The planning of the Eight-eight Strategy reflects a strong strategic decision-making power.At the beginning of the century,the Zhejiang Provincial Committee of CPC was keenly aware that Zhejiang's development was experiencing Inn Born Deficiencies and Growing Pains,and then began to explore new ways of development and expand new development space.Zhejiang has both existing and potential advantages,which is called Xing,and facing to promote scientific development around building a well-off society in an all-round way and realizing modernization in advance,which is called Shi.Based on the judgment of Zhejiang's Xing and Shi,the Zhejiang Provincial Committee of CPC made strategic decision called Eight-eight Strategy.Eight Aspects of the Advantages based on Zhejiang's Xing in order to play the advantages,and Eight Aspects of the Measures based on Shi in order to make up for the shortcomings.The Eight-eight Strategy not only embodies Comrade Deng Xiaoping's view of Two Gig Situation and Comrade Hu Jintao's view of Two Trends,but also fully reflects the people's yearning for a better life.A blueprint to the end,Zhejiang has always adhered to the Eight-eight Strategy as a guide,and local governance innovation has achieved relatively fruitful performance?The formation of a broad consensus on the Eight-eight Strategy reflects a strong society-stimulating power.The thought is the guide of action,and the effective implementation of the Eight-eight Strategy must first unify the thought.The Zhejiang Provincial Committee of CPC took the lead in establishing the Eight-eight Strategy as the tone of the party and government in the province,guiding the government,the local People's Congress,and the local CPPCC at all levels to unify the ideological understanding to the Eight-eight Strategy.At the same time,the Zhejiang Provincial Committee guided the market subject and members of society to unify the ideological understanding to the Eight-eight Strategy through strengthening ideological propaganda.The effective ideological propaganda made the Eight-eight Strategy become a broad consensus,and formed an overall joint force.The construction of the executive team of the Eight-eight Strategy reflects a mechanism and a high-quality cadre team,having shaped the spirit of hard work in the forefront,thus for to create a high-performance executive team.The optimization of the implementation environment of the Eight-eight Strategy reflects a strong system-innovating power.Innovating system is an important means to optimize the implementation environment of the Eight-eight Strategy.In order to create a good environment for implementation,the Zhejiang Provincial Committee adhering to "the reform is the driving force of Zhejiang",with the overall layout of the modernization of Five Zhejiang as the grasping hand,firmly grasped the regional governance structure and governance mode,and implemented a series of first exploration on systems of optimizing the relationship between government and the market and also the society.At last,a modern regional governance system had been established,and a relaxed environment for the effective implementation of the Eight-eight Strategy has been formed.The Zhejiang Province shows that the party committee's leadership is the key factor in determining the performance of local governance innovation,expounds that the effective leadership of the party improving the party committee's leadership has become a major and urgent realistic task to realize high-quality development in the new stage of the new era along the four dimensions of strategic decision-making power,society-stimulating power,organization-guaranteeing power and system-innovating power.
