Research On Gridded Governance Innovation Led By Grassroots Party Building

The principle of governing a country lies in the grass roots while administering the party needs a strong foundation.The party building for the basic level is an eternal proposition in the ruling party.And it is absolutely necessary in the modernization of national governance system and governance capacity.However,as “The New Normal” environment comes,we are confronted with new challenges.How to push the whole construction forward under the better leadership of the grass-roots party is the major task facing us and what we need to solve.In 2015,Yuhang district committee released the decisions about improving the work of the grass-roots party construction which took a landmark step towards the exploration of the big social governance interactive working mechanism and the new pattern of grass-roots social governance.It is now widely implemented after one year's preparation along with a half year's pilot implementation.In order to promote the ability of management system and management modernization,Yuhang distict aimed to establishing the “Wang” shaped grassroots governance model and took four lines which can be summarize as a “top-line”,a “middle-line”,a “bottom-line” with also a “vertical-line” as the focus.All these measures have comprehensively promoted the social governance system and governance capacity of Yuhang which has basically formed the social governance model that is under the leadership of party and attracts multi-levels participation.The analysis of this paper is based on the first-hand information collected by the party construction about grid governance model in Yuhang district.The first part of this paper introduces the background and significance of theresearch,has a review of documents of the grid governance in China,explains the research approach and points out the paper's innovation and also its shortcomings.The second part is about defining the related concepts and expounding those that have something to do with the grid governance and grassroots party building.The third party is focusing on explaining the role that grassroots party building plays and what function basic-level organization performs.Taking Yuhang as an example,the fourth part introduces the grid-governance new model under the leadership of Yuhang's grass-roots party from four aspects as the background,practice,effect and characteristics.Its problem is analyzed in the fifth part.And the last part of this paper is about how to improve this model.
