Research On The Leadership Innovation Of Rural Grassroots Party Organizations Under The Background Of Multi-subject Governance

Grass-roots social governance in rural areas is an important part of national governance.Since the Reform and Opening up,along with the major changes in the rural economic structure,the profound adjustment of the rural interest structure,and the dramatic changes in farmers’ ideas and concepts,the structure of governance bodies in rural areas has also undergone tremendous changes.Various types of governance bodies all have great influences on the governance of rural grass-roots societies,and rural society presents a situation in which multiple entities participate in the governance together.The leadership of the Party provides fundamental guarantee for realizing appropriate governance of rural grass-roots society.The joint governance of multiple entities is not to negate the leadership of the rural grass-roots party,but to promote the modernization of rural grass-roots social governance from the perspective of strengthening and improving party leadership.The main body of the paper is divided into four parts.The first part distinguishes various subjects in the current rural grass-roots social governance structure from the perspectives of organization,group and individuality,and explores the basic status quo and growth mechanism of various governance entities.The second part thoroughly analyzes the role that the rural grass-roots party organizations should play in the governance by multiple bodies.That is to say,the rural grass-roots party organizations are the leading and core forces in the rural grassroots social governance.And they are the organizers of rural governance,the leaders of multiple entities,the demonstrators of grass-roots services,the integrators of interest divergence,and the guardian of rural stability.It further analyzes the requirements for the rural grass-roots party organizations to pursue what it "should be" against the backdrop of governance by multiple bodies.The third part of the paper analyzes the problems in the process of actual political operation: the leadership of the rural grass-roots party organizations is blurred,weakened,and marginalized.Besides,this part also analyzes the causes of the impediments to theleadership of the rural grass-roots party organizations from both internal and external perspectives.From an external perspective,village committees challenge the leadership and authority of village party organizations,clans and religions intervene in the realization of leadership of rural grassroots party organizations,and emerging groups crowd out the activities of rural grassroots party organizations.From an internal point of view,the causes are mainly reflected in the lack of leadership of the rural grass-roots party organizations,which finds expression in the outdated ideas about leadership on the part of the grass-roots party organizations in rural areas,the incompleteness of rural grassroots democratic mechanisms under the leadership of the party,and the lack of close communication between the party and the masses.They are also reflected in the degeneration of the rural grass-roots party organizations themselves,which specifically manifests itself in the unsound organizational life of rural grassroots party organizations,poor overall quality of party members and cadres in rural areas,and the improper conduct of some rural party members and cadres.The fourth part of the paper addresses the existing problems of rural grassroots party organizations from four dimensions: innovating the governing idea of rural grass-roots party organizations,improving the working mechanism of the leadership system of rural grass-roots party organizations,updating the working methods of rural grass-roots party organizations,and strengthening talents cultivation for rural grass-roots party organizations.Starting from these four dimensions,this part explores ways to solve problems so as to consolidate the party’s leading position and promote the modernization of rural grassroots social governance.
