Research On The Implementation Of Chinese Child Protection System Based On AGIL Function Analysis

Protecting children and creating a good environment for them to grow up is the goal pursued by each country.The physical and psychological aspects of children are at an incomplete stage,they are vulnerable to outside injury,and the harmful effects of injury are deeper and longer lasting than adults.From the introduction of the "battered child syndrome"to today,people are beginning to realize the negative impact of violence on children.The problem of violence against children is gradually receiving the attention of society and the country on a global scale.The good functioning of the child protection system is the most effective means of protecting children from violence.This study is based on the narrow child protection system.The narrow child protection system is mainly for children who are victims of violence.The child protection system is defined as:the State protects children who are or may be victims of violence in accordance with the law.and establishes a series of substantive and procedural norms for reporting and disposition,investigation and intervention,administrative rulings and judicial trials.resettlement,integrated services for children and supervision.Based on this,this paper defines the related concepts of child protection,sorts out the historical evolution process of the child protection system in China and the West,and discusses the theoretical basis and applicability of the research.Structural functional analysis theory and institutional field theory are the theoretical basis of research,the study uses qualitative methods such as literature analysis,comparative research,case study,and focus group interviews to conduct qualitative analysis of real cases,in-depth interview and focus group interviews.Encoding and analyzing the acquired literature,case data,and interview data transcribed into text through Nvivo12 software,the paper studies the operation effect of the existing child protection system in China,analyzes the problems existing in the operation of China's child protection system and proposes a solution path.Parsons and other scholars believe that the effectiveness of the inspection system can be explored from four aspects using the AGIL analysis framework of structural function theory.They are the Adaptation function,the Goal-attainment function,the Integration function,and the Latency function in the system operation.The study adopts this analytical framework to explore the current status of China's child protection system.Since our child protection system is a top-down organizational structure,the comprehensive status analysis of the Integration and the Latency functions were first to carry out,and then the functions of the Adaption and Goal-attainment were discussed,which formed the research closed circle of I-L-A-G.By discussing the current situation of the child protection system,the problems in the system operation process are analyzed,in terms of the causes of the problems,the institutional field theory provides theoretical support.The analysis of the Integration in the operation of the child protection system is mainly achieved through the analysis of the child protection system legal policy framework and the violence incidents of children.The Integration function of children's protection system is limited in its operation.On the one hand,the rationality and practicability of laws and regulations related to child protection need to be improved,and on the other hand,the coordination among executive agencies in the incident handling of violence against children is poor.This study considers that it is possible to modify or introduce clear and detailed special laws and regulations for child protection,implement and supervise the issuance of child protection enforcement policy documents,and scientifically design institutions for the operation of child protection systems as an optimization strategy.The Latency function in the operation of the child protection system is based on the cultural,therefore,this study explores the Latency function in the system operation from the perspective of family culture,school culture and social culture.At present,under the comprehensive local culture background of China,the mode of Latency function of the child protection system is insufficient,and a stable child protection culture atmosphere suitable for the safe growth of all children has not yet been formed.The reason for the problem is that the child protection system operates with a low degree of integration with traditional culture,and there is a lack of recognition of the value of child protection in cultural changes.It is necessary to fully construct the value foundation of the child protection system and take root in the environmental protection of the child protection culture to ensure the Latency function works well.The child protection system operates to address current child safety issues,and the ultimate social goals need to be achieved in stages.Due to the poor rationality of the current child protection goals in China and the imperfect assessment and monitoring mechanisms of the goals,the realization of child protection goals is not satisfactory.This paper believes that a long-term,reasonable and clear child protection system operational objectives should be set to achieve an assessment mechanism.Through local data analysis,this study found out the problems in China's child protection system operation,and further explored the solution path.In the process,some innovative research has been done,including:First,the AGIL structural function analysis framework for the operation of the child protection system was established,broaden the use of structural function theory in the research of child protection system,and expanded the research ideas of the theory in management science,especially social security disciplines;The second is the creation of the concept of a child protection service package,which includes the most basic children's services that may be involved in the operation of the child protection system.It consists of five pre-violence service contents and four post-violence service contents.Putting it into use may improve the professionalism and service effectiveness of child protection services;The third is to propose a Chinese child protection target design framework in combination with the three-level prevention model,and set primary to tertiary prevention targets under the categories of family protection,school protection,judicial protection and social protection.Setting a child protection goal with clear categories and high integration can ensure the effective use of resources in the operation of the child protection system,and the implementation of the work is targeted.
