| The social structure of China has changed tremendously with the process of globalization of modernization.In urban areas,a mass of social management,social service functions from 'unit'has stripped after 'unit system' has been broken,and return to society and communities gradually.Furthermore,the urban-rural labor force flow have affected the family growing environment and parent-children relationship greatly.Not only the trailing children,but the permanent resident children are facing unprecedented dilemma.As a signatory of the Convention on the Rights of the Child(CRC),China has enacted a series of laws and action plans according to needs of children which put forward a target that set up a'Home of Children' can provide comprehensive services over 90%urban and rural communities until 2020.Communities are main living places of children,which play essential roles in children protection.How to implement children protection policies effectively which can contribute to address issues of violence,maltreat,neglect of children,etc,and assist to establish normalized children protection system in families and communities children live in.This paper explores the"demonstration" of the children's protection policy by analyzing the implementation process of the"Children's Home" project in the Guandu District of Kunming from the implementation of the"demonstration" mechanism of policy implementation,which is localized The possibility and limits of a policy enforcement mechanism with Chinese characteristics in the implementation of child protection policies.After 3 years observation,'Home of Children' set up from nothing,social organization and communities that program located have accumulated affluent policy experience.However,due to the interior vulnerability of traditional 'demonstration' policy implementing mechanism,'Home of Children' still stuck in the problem of policy idea localization,and need to confront the difficulties from capital sustainability,social work professionalization. |
