The Incentive Research Of The Rural Public Services Supply Under The Perspective Of Multiple Governance

Currently,the rural public service by the township government,agribusiness,farmers' cooperative organizations and farmers,including a multi-subject collaborative supply,due to the special characteristics of rural field of public services,the supply of rural public services multivariate ineffective.Diverse supply of public services in rural areas to enhance the level of strengthening democracy among multiple subjects incentive and efficiency incentives especially moderation.In this study,the efficiency and democratic relations as a starting point,follow the "efficiency-efficiency of democracy embedded-Democratic incentive and efficiency incentives Integration-Democratic incentive and efficiency incentives optimization" path,building rural public services in the Democratic incentive and efficiency incentive index system,science reveals Democracy incentive and motivation true relationship between efficiency;build multivariate model adjusting supply to encourage democracy and efficiency incentives relations,motivation and efficiency incentives democracy verify regulatory role;diverse supply of public services in rural areas to build democracy and efficiency incentives motivate micro-environment model to explore micro-environmental factors encourage democracy and efficiency incentives influence;based on theoretical and empirical research,try to put forward to optimize the supply of rural public services pluralistic democracy incentive and efficiency incentives suggestions.The study is divided into seven chapters.The first chapter introduces the background,significance,research status,purpose,study based on content,study based methods,etc.,define the main concepts,explains the main innovations.The second chapter focuses on the association between democracy and efficiency of public services,changes in the value of the structure,efficiency values of democracy and integration trends,democracy embedding efficiency of theoretical and practical basis for the establishment of goals and so on.The third chapter discusses the supply of rural public service pluralistic democracy incentive and efficiency incentives,and the relationship between the two.The fourth chapter of democracy and efficiency incentive motivational strategies to build indexes,laying the groundwork for empirical research.The fifth chapter of the empirical part of this study,the empirical analysis of some of the major multi-supply situation of rural public services,democracy and efficiency incentives motivate the status quo,the relationship between democracy incentive and efficiency incentives,pluralistic democracy incentive and efficiency of the supply of regulating the relationship between motivation the role.The last chapter of this study suggestions put forward to optimize the efficiency of rural public services under democratic pluralistic supply incentives embedded target countermeasures.The study found that:(1)the supply of rural public service motivation factors including public democratic democracy and democratic incentive incentive validity based on self-interest,depth breadth,breadth of incentive based on public incentives.At the present stage based on self-interest and public interest incentive based on breadth has the function,more of the latter than the former.Democratic rights of the villagers began to be taken seriously,but there are many obstacles.The validity of democracy is obvious,but the passive participation is the main.(2)public motivation factors of rural public service supply efficiency includes benefit incentive,self-interest motivation,aging management motivation and input-output ratio,based on the limitation of public interest incentive incentive based on.At this stage,based on the limitation of public interest and private interests based on incentive has the function,and the function of the former is larger.The input output ratio is better than the incentive,the premise is the low expectations of the rural public service effect.The villagers' participation is relatively low,but the effect is better.Based on the effective access to public service resources,the promotion of management incentives is obvious.(3)the public factors of multi governance include communication channels,cooperation ability,market and social organizations and individuals' participation,cooperation consensus,participation and cooperation between the local government and the autonomous organization.At this stage,multiple subjects can actively participate in the supply of rural public services,in which public participation is better than private participation.The supply of rural public service in the process of multi subject participation,cooperation consciousness obviously but doubts;the mutual win-win cooperation based on the consensus and thus has a certain extent;the overall strong collaborative synergy between multiple subjects but differences between multiple subjects;but for the smooth communication channels under good communication to communicate communication level of peace.(4)the relationship between democracy and efficiency of incentive incentive reciprocal causation are the dependent variables,the multiple governance can regulate the relationship between the democratic and the efficiency.The innovation of this study is mainly reflected in three aspects:(1)on the research,this study in order to implement diverse supply of rural public service reform project as a research object,around incentive aims,democracy and efficiency incentives motivate supply and demand situation of empirical investigation and analysis,innovation incentives and policy support for the provision of public services in rural pluralistic democracy and efficiency incentive problems systematic research,academic studies are rare,is expected to explore theoretical and practical localization and cutting-edge theory to this problem using There are some innovative research.(2)on the research perspectives and conclusions to substantive advance democracy and efficiency of public services in rural areas and integrate diverse perspectives for the study of supply,strengthening public rational appeals on the basis of market rationality,in order to obtain diverse supply of public services in rural areas Incentives of democracy and efficiency of breakthroughs.The study is expected to be able to broaden the study to some extent,depending on the threshold,and a new study concludes.
