Research On The Current Situation Of Rural Basic Public Service Supply And The Countermeasures

The wave of reform and opening up to promote the rapid development of China's economy,in 2015,China's total GDP reached 676708 billion yuan,the growth rate of 6.9%,ranking the world's total economic output of second.The rapid economic growth has greatly satisfied the private demand,but also highlights the lack of supply of public services.Along with the diversification of social progress and thinking,the demand for public services is increasing,but there is insufficient supply,supply unnecessary things problems makes the supply efficiency is low,the problem of uneven supply of public services in rural areas and lack of allocation is particularly prominent.Demand is not met has become the main contradiction of social development.The effective supply of rural basic public service is the guarantee for the sustainable development of rural economy and society.Inner Mongolia as a minority areas,border areas,rural pastoral stability and unity has a more important significance.This research is divided into six chapters,the first chapter is the introduction part,mainly elaborates the research background and the significance,the domestic and foreign research summary,this article innovation and the deficiency.The second chapter introduces the relevant theories and concepts,including the definition of the concept of basic public services in rural areas and public product theory,public service theory.In the third chapter,the supply of public services in rural areas is divided into three stages since the founding of China.Review the history,we can find that construct and improve the supply system of rural basic public service is an important measure to conform to the changing times and the law of social development.In the fourth chapter,considering the actual situation in Inner Mongolia and the availability of data,we selected the education,health care,infrastructure and social security four aspects of specific analysis.The results show that the supply of basic public services in rural areas still exists supply structure imbalance rural residents lack the effective expression mechanism and the gap between urban and rural areas is too large.The fifth chapter selects the actual data of 2000-2015 in Inner Mongolia area,we construct the evaluation index system of basic public service investment in rural areas and make an empirical analysis on the input of rural basic public service and the level of economic development in Inner Mongolia,found that the development of basic public services in rural areas in Inner Mongolia has been developing well,and the life of rural residents has been improved,however,it is necessary to solve the problem that the basic system is not perfect,the policy linkage is not coherent,and the policy implementation and accuracy need to be strengthened.The sixth chapter combined with the problems found in the Inner Mongolia area of rural basic public service supply,make specific policy suggestion which improve the supply decision-making mechanism and related supporting measures,optimize the expression mechanism of rural residents' demand and construct an efficient evaluation and supervision mechanism.
