Strengthening and innovating urban grassroots social governance is an important task of social construction in the new era and a major challenge for national governance.Strengthening and innovating urban grassroots social governance is a systematic project,in which stimulating the power system of urban grassroots social governance is the premise and prerequisite of strengthening and innovating urban grassroots social governance.Without the driving force,no matter how good the community governance model and mechanism can not run,and if the driving force is insufficient,community governance can not be sustainable.Under the background of starting a new journey of socialist modernization,accelerating the construction of a community of social governance in which everyone has the responsibility,everyone fulfills the responsibility and everyone shares,exploring the power of urban grassroots social governance,and accurately grasping and using different driving forces are not only conducive to the construction of a grassroots social governance system in line with the characteristics of Chinese cities,but also to the better operation of urban grassroots society in the new era,and it will also help to further promote the modernization of the national governance system and governance capacity at the grassroots level.Under the above background,this paper takes the grassroots community as the analysis unit,focusing on the research of urban grassroots social governance power.This paper first introduces the research background,research significance and research status at home and abroad of urban grassroots social governance dynamics in the new era.On this basis,it expounds the main research content,research methods,thinking framework and chapter arrangement of the paper.Then,the paper defines the core concepts involved and systematically discusses the relevant theoretical basis of the research.Combined with the background of China's social system and the reality of urban grassroots,the paper puts forward a dynamic analysis framework of urban grassroots social governance based on the community governance community goal logic.In order to better understand and grasp the dynamic situation of urban grassroots social governance,this paper adopts case study,interview research and other empirical research methods,based on the historical changes and realistic social background of urban community governance system,makes an in-depth investigation and analysis of Y community's practice of strengthening and innovating grassroots social governance.Around the question of why and how it can be sustainable,this paper reveals the elements and characteristics of urban grassroots social governance power,and then refines the basic conditions for the generation and promotion of urban grassroots social governance power in the general sense,so as to deepen the theoretical explanation and practical reference for the mechanism of urban grassroots social governance power.As a sample of this study,Y community,once known as “the worst community in Shanghai”,was representative of the typical problems of contemporary urban community governance in China: atomization of community residents' survival,indifference of social interaction,fragmentation of community interest pattern,alienation of public affairs,and mutual doubt of community governance subjects.Behind the problem is the lack of urban grassroots social governance and the decline of the community.What is special is that in just a few years since the 18 th CPC National Congress,Y community has completed its historic transformation into a“civilized community in Shanghai”,creating a new landscape of social governance.The historical changes reflect the system activation of Y community governance power and the rapid growth of social governance community.Therefore,through the systematic study of Y community governance power,the main conclusions of this paper include:(1)Through the carding and interpretation of the top-level design of community governance in the new era,this paper reveals the goal logic of urban grassroots social governance power generation.The paper holds that the key to strengthening and innovating urban grassroots social governance in the new era is to promote a community of social governance in which everyone has the responsibility,everyone fulfills the responsibility and everyone shares,and the realization of the community of urban grassroots social governance means to stimulate the strong momentum of the subjects of diversified urban grassroots social governance by improving and optimizing the dynamic mechanism of urban grassroots social governance.(2)According to the goal logic of community governance and combined with the practice of Y community governance in the new era,the paper summarizes the dynamic structure and performance characteristics of urban grassroots social governance.The paper holds that the core driving force of urban grassroots social governance is a group of composite dynamic system,including the pressure of vertical national governance structure,the demand pull of community residents,the contradiction tension within the community,the performance drive of community residents committee,and the thrust of intelligent community construction,which provides a systematic driving force for strengthening and innovating urban grassroots social governance.At the same time,the power of urban grassroots social governance also shows a series of characteristics,such as the composition of the complex system,the cross conduction of the power role,the inherent interest relevance of the power,and the dynamic plasticity of the power development.(3)From the individuality and particularity of Y community's social governance practice,this paper refines the common and universal law of the power generation and function of grass-roots social governance.Firstly,in urban grassroots social governance,the consciousness of social governance community is the spiritual guarantee to maintain the existence of grassroots social governance community,the cultural link to promote community unity and coordinate governance action,and thus the ideological basis for the formation of community governance power.Secondly,it is the fundamental guarantee to reactivate the participation enthusiasm of multiple subjects and give full play to the common strength of multiple subjects to strengthen party building and lead social governance by integrating grassroots “party building” with social “governance”.The party construction leads the grass-roots social governance,the grass-roots party organization is the main body,and the realization of the leading function is the key.Only when the urban grass-roots party organization is strong,can the urban community governance work orderly.Only by giving full play to the core role of the party's organization coordination and linkage can we break the interest barriers of the grassroots society,and the grassroots social governance community can gather a strong governance force.Thirdly,it is the most reliable choice to stimulate the long-term power of urban grassroots social governance and ensure the sustainable development of grassroots social governance.Sustainable urban grassroots social governance is not built on the basis of Campaign-style promotion,but on a solid institutional basis.The reform and development of grass-roots social governance need the system providers to actively adapt to the environmental changes and development requirements,and carry out dynamic,scientific and systematic system innovation design.In addition,the paper also finds that it is the opportunity space for continuous innovation to activate the power of urban grassroots social governance.Driven by the practical needs of the new era and Central top-level design,the state is committed to deepening reform and innovation in all areas of society,and the total valve of the release of urban grassroots social governance power is systematically and continuously opened.All in all,this paper regards the power of urban grassroots social governance as a whole system of multiple interaction and organic development.Through the systematic analysis of the power of urban grassroots social governance,it is not only conducive to enrich the theoretical research of socialist social governance with Chinese characteristics,but also help to explore the realization of community governance
