Practical Research On "Three Society Linkage" In Grassroots Social Governance

Under the guidance of the system,the professional social work in our country has gradually become a supplementary means of social governance of the Civil Affairs Department,under the leadership of the government and community and social organizations to participate in grass-roots social governance.Community,social workers and social organizations are the multiple subjects of community governance,and the practice of promoting the mechanism of “Three social linkage”is an important way to strengthen and innovate social governance at the grass-roots level.In the course of study and practice,the author met some problems,such as waste of social service resources,lack of policy guidance,obstruction of service provision,lack of support from relevant parties in the community,lack of community foundation,etc.This paper uses the method of analysis to analyze the start-up meeting records and residents' service feedback of the Aixin Square project,and uses the semi-structured interview method,to interview the person in charge of the Business Department of the Bureau of Civil Affairs,the person in charge of the X Foundation,the director of the Neighborhood Committee of the A community and two staff members of the neighborhood committee randomly selected,and to investigate the practice of the Aixin Square project in the A community,analyze the community situation,Project Survey,Project Implementation Reason and practice path,find out the existing problems and put forward improvement suggestions under the guidance of resource allocation theory and social capital theory;Finally,the paper summarizes the function and enlightenment of the “Three-society linkage”in the grass-roots social governance.In this study,the project of Aixin Square expands the scope of government's social assistance and builds a harmonious and livable community environment by building a platform for the circulation of social care materials by giving full play to the advantages of community,social organization and social work.The People's Congress,the Civil Affairs Bureau,the Neighborhood Party Committee and the Community Neighborhood Committee constitute the project management,which provides the policy support,the project Operation Safeguard,simultaneously carries on the supervision to its work;Community,social organization and social worker constitute the service layer together,which is the direct power to solve the residents' problems.The “Three-society linkage”plays an important role in the grass-roots social governance,such as co-ordinating social public resources,promoting multi-subject cooperation,developing community autonomy and promoting the localization of social work.However,there are some problems such as more community administrative work,insufficient capacity of community social organization,heavy work of social organizations and social workers,and difficulty in mobilizing resources.Under the guidance of the theory of resource allocation and social capital,these problems can promote the ability of community service and restore the self-government of residents.We should attach importance to the social work force to improve the ability of community social organization and pay attention to the accumulation of social capital in the service provision.Based on the social environment of S,this study has certain particularity and limitation,and takes the localization practice of the“Three-association”as the research focus,which provides the practice path for the implementation of the “Three-association”mechanism,it also provides a reference for promoting the development of new ways of social governance at the grass-roots level.
