Research On The Overall Program Of Building A Center's Civil-military Integration Technology Transformation Platform

At present,as a national strategy,civil-military integration is attracting more and more attention from the top level of the country and all sectors of society.However,due to the inherent institutional problems,many military technological achievements cannot be directly transformed to the market,so it is necessary to establish technology transformation platform to implement the transformation of achievements and technology introduction.Firstly,this paper introduces the significance of A center to carry out civil-military integration and establish technology transformation platform,and expounds the situation of civil-military integration carried out by relevant institutions at home and abroad.Secondly,the paper studies the system and mechanism obstacles existing in the transformation of military and civil fusion technology,and demonstrates the necessity and feasibility of establishing the platform for military and civil fusion technology transformation.Thirdly,through the investigation and research on the operation and management mode of relevant domestic platforms,the common practices and experience that can guide A center to carry out technology transformation platform construction are extracted.Fourthly,the work carried out by A center in the field of civil-military integration is sorted out,the advantageous areas are clarified,and the problems in technology transformation are pointed out.Finally,the paper puts forward an overall plan for the construction of A center's technology transformation platform for civil-military integration,and makes an overall discussion on the management mode and organizational structure,organizational form and main business,incentive mechanism,and puts forward the expected goal for the construction of technology transformation platform for A center.The research results of this paper can be used directly to the construction of technology transformation platform in A center,and can also be used for reference for other units to carry out similar technology transformation platform construction.
