This dissertation pretends to investigate the local experience and practical structure of public cultural service through the paradigm of social network analysis.In the context of the current cultural environment in China,the culture,as a rationalized tool for governance,is shown as an exposition of the official cultural policy.At the same time,it also affects the different cultural thinking methods between individuals and communities as well as their attitudes towards policies in the process of interaction between officials and the public.However,there is a reality that both its hardware and software are deeply dependent on government and institutional resources.In turn,the effectiveness of public cultural organizations in allocating and linking resources through empowerment needs to be carefully examined.Also,the actors in the different locations of local public cultural services,together with the resources,technology,rationality and thinking method that each actor has in the relationship,are all needed to be redescribed indeed.As for the research paradigm,in the field of public administration and management in contemporary China,public cultural services are still a vocabulary that is being built and has a various changes in meaning.“Public Cultural Service”,apart from the extension of the theory “new public service” in various researches,has absorbed contents of cultural policies,political economics,culture and politics,and so on.The divergence of its concept is the production mechanism derived from the meaning of culture.The topic that how to deal with its subjectivity,which can also explained as the interaction between “culture” and “public service”,is facing the redefinition in methodology and disciplinary boundaries.Under such a context,the most influential public cultural service actors and their sources of influence have been explored in the study through the social network analysis of public cultural services in Shangcheng District.Moreover,cultural participation is used to respond to the cultural connotation of public cultural services.In the government actors' network,the content of local public cultural service policy is regarded as the distribution structure presentation of the various actors' node power and the classification of financial resources.As for the actors' network in public cultural organizations,the organizational changes of geographical space and the abundance of organizational resources have been used as an important definition of the node relationship for various actors.In the network participated by public cultural,the isolation between the network structure under the public perspective and network structure under the cultural perspective are further compared through the public cultural participation measurement,the focus group's coding model,and the network form of the small world.As a result,the relevant findings are as follows:Firstly,the local practice of public cultural services is a structure that formed by “hierarchical-network involution”,whose process is driven by this.The government's public cultural service relies on the mobility of hierarchical structure to become the core of power of the whole network.The local practice of public cultural services is the action structure network of “government-public cultural service organizations-the public”.The ideology of the state machine does not exist in a separate form.And,the government is not just a leader of the whole structure,but more like a resource power structure formed by the hierarchy of power.It is not a constant,regular major structure,but a continuous flow-formation,which is embedded in the mobilization among the policy emphasis of local governments public cultural service and cultural industry,as well as its border,level of authority,special funds,fiscal incentives and policy themes.It is the core position of the local culture about “major festivals and commanding mass cultural activities” in the service of public cultural services,as well as the the structural characteristics of the level structure dependence,relative cohesion and connection of the public cultural services at the grassroots level below the district level that should be emphasized.This structure has strengthened the uninterrupted and perfect three level cultural network,which is divided into districts,streets and communities since the founding of the People's Republic of China,and has continued to write the tradition of cultural participation.From diachronic,this kind of practice has also strengthened the more and more strong connection of the district level layer to the whole network.Such a hierarchical structure is embedded in the actor structure of public cultural service facilities,as a result,the main functional scope and service content of the public cultural service organizations have been shaped through standardized construction,theme activities,local cultural display,resource integration,industry support and other hierarchical implementation processes.Further,the connection with the public can be produced.Secondly,the three factors such as legitimacy,social performance and market orientation constitute the main motive force for the reform of the public cultural service organizations in the Shangcheng District,which are gradually showing more and more critical significance in the process of public cultural services.Through the way of public resources,the local practice power of public cultural services has been gradually transferred to the public cultural service organizations.This is not only the carrier of the government's planning,but also the knowledge transmitters and initiators of local public culture.Through public cultural services,relevant policy planning can be interpreted and promoted.For the local government,the assistance and focus of the public cultural services agenda have come into being;For the public,it is an important source of cognition for government and public cultural service.In the structure,the influences produced is embedded in the local social groups,and at the same time,it would be influenced by its institutional nature,market oriented response,government planning and resource abundance also.With factors such as public cultural service body's public cultural service imagination and the view of service practice,public cultural services are the actors determined by the adsorption nature of resource slack under the multiple influence of the practice subject the cognition,the government planning and the local cultural relations.The public cultural service organizations in Shangcheng District has shown their dependence on the involution hierarchy structure and public resources under the diachronic trend of regional public cultural service policy.This reality is reflected in the characteristics of the network,that is,the public welfare organizations that absorb the resource slack are occupying the most important position in the network.They not only have higher access to network resources and information,but also have greater influence on other public cultural services in the city.Among them,thematic activities and expenditure in conjunction with administrative orders are important sources of absorption of resource slack.In the protection of institutional legitimacy and top-down policy mobilization important policy tool level,it has involuted from the public cultural service system to policy system,which became public cultural institution and administrative department in charge of the most powerful bond in the end.Thirdly,the public cultural service participation in Shangcheng District is part of the cultural participation,the essence of which is the continuous action mechanism of motivation-cognition-preference-behavior.The status of the resident's actors is shaped by the daily life and the mechanism of cultural participation,which gives the structure a justifiable action.The meaning is also determined.In this mechanism,demographic characteristics and group appeals both determine the motivation of their participation.And the perception of government public cultural services is formed through the participation of public cultural services.Also the allocation of resources in public cultural services constitutes the ultimate act.As for whether the public can produce continuous participation in public cultural services,it needs to be acquired in group appealing and public cultural service.The public cultural service organization and the surrounding cultural life circle both constitute the cultural space of individuals,which constitutes an obstacle for the public to participate in a certain activity structure.The group appealing of public cultural participation in Shangcheng District is mainly focused on one kind of identification,which is made up of two kinds of ties: age and cultural resources.But as for the public cultural services,who has been involuted into a top-bottom hierarchical supply structure,the nature of it is regarded as a community activity rather than a cultural activity.This kind of cognition and the content arrangement of the public cultural services at the social mobility formed by the above-mentioned government actors are closely related to the the accumulation of adsorptive resources and the maintenance of legitimacy by institutional actors.Together,they have caused the problem of the public experience in public cultural services and the alienation of the essence in cultural participation,which are transmitted and spread from bottom-up as a response to public cultural services.The formation of this kind of cultural participation mechanism is an important accumulation factor of the top-down public cultural service,rather than a simple logic of market mechanism--whether cultural needs are met or personalized services are provided.
