Philosophical Principles Of Transformational Public Administration

This study attempts to establish philosophical reflective discourse around the public administration model that can promote social transformation.Philosophical arguments have never been rare in literature concerning the legitimacy and rationality of public administration,but answers by traditional theories to these two questions are obviously limited.Traditional critical theories and pragmatism can not only fill in the shortcomings of the mainstream theory,but also deepen the understanding of public administration phenomenon.In addition,they can also provide theoretical basis for promoting meaningful social transformation.However,both of the two theories are subject to their inherent philosophical problems and need to be revised and clarified.This study attempts to revise and integrate critical theory and pragmatism through the principle of natural experience,aiming to lay a philosophical foundation for the design of public administration model with transformational significance.This project first conceptualizes transformation philosophically based on the foundation,form and goal of public administration theory.In addition,this study collates and studies the historical documents on Philosophy and public administration,so as to promote the definition of problem awareness in planning public administration theory of transformational significance.This problem awareness calls for a new model of public administration to be politically constructed under the normative social structure in a manner consistent with human nature.The study takes as its basis the analysis and criticism of the limitations of the positivist social sciences that dominate the study of public administration,trying to establish the paradigm of transformational public administration legitimacy,that is,the naive empiricism paradigm.The paradigm regards the daily life experience in the former theory as an inevitable access to reliable knowledge,and it rejects any research method that integrates modal rules out of its own situation.Conceptualized transformation,independent problem awareness and naive empiricism paradigm lay the foundation for the new public administration model.The construction of a transformational public administration model first requires administrative action to be reconstructed at the political level and public administration be transformed into a medium to improve the human situation.Historical analysis and value analysis make it possible the definition of unbalanced power relationship and structure behind social phenomena by researchers and practitioners of public administration based on fusion of horizons.Primary level public administrators can judge the particularity of the situation in light of the principle of contradiction imbalance and practice their political function of public administration through the promotion of meaningful social change.This study then reconstructs public organizations in a manner consistent with human nature and transforms public administration into an organizational medium through which humans can take collective actions.Based on the creative experience in the dynamic model of reconstruction of organizational experience into an individual collaboration,public organizations can promote the integrated group process among their members through natural language media.To minimize anonymity of public organizations,the authority structure of bureaucracy is reconstructed into a collaborative organization model based on project teams.This study finally determines the significance of the field for the normative social vision so as to facilitate the change of social environment towards the normative structure by public administration system.The design of operating system and meta-system helps ensure that the operation mode of public administration is in line with the multi-modal order of decentralized society.Only by respecting the internal operation of all non-civil spheres in accordance with their respective leading functions can public administration be practicable and feasible in a normative social vision.This study ultimately aims at reconstructing public administration with reflective discourse of philosophy and providing theoretical resources for researchers and practitioners to promote meaningful social change.When the principles blueprinted are practically proved and adopted by the government,public administration can demonstrate its shaping power of promoting social change.
