Research In Public Participation In Community Public Goods Supply

Community is the basic component of the urban society in China,it follows that the performance of community public goods will influence the whole society.The participation of community members in public goods supply is private supply at the grass-roots level.In fact,community member participation in community public affairs is one kind of community public goods supply.In this process,the community members switch their role from community public goods consumer to community public goods supplier.However,motivating citizen participation in the supply of public goods is a gigantic challenge for the Chinese government.This research is focus on the public participation in urban commnites.This research aims to identify(1)Current situation of citizen community participation in China,(2)How public participation influence China social development?(3)The influence factors for citizen community participation,(4)How to engage community participation?Based on a review of the literature,existing research on public goods is lacking and vague at the country level.Two large-scale surveys,the China Household Financial Survey(CHFS)and China Grassroots Governance Survey(CGGS),have been designed and conducted to provide more comprehensive evidence regarding economics,communities,and households in China.Based on these reliable data and a hybrid method combining quantitative and qualitative research.The research content of this research is mainly divided into five parts.The first part is a theoretical analysis.Theoretical analysis framework is according to the public goods theory,bounded rationality theory and social capital theory.Public goods theory states that the government needs the public to participate in the supply of public goods,and the dilemma of public participation in the supply of public goods in the community.Meanwhile,the bounded rationality theory and social capital theory can explain the motivation of public participation in community public goods.In addition,this part presented the framework of public participation in the supply of community public goods.The second part empirically analyzes the positive impact of public participation on improving the effectiveness of community public services.This coclusion is support by Chinese data.The third part empirically analyzes the releated influence factors of public participation in the supply of community public goods.The community level factors include community social capital and the material incentives provided by the community.The individual level factors include social capital,CPC membership and economic status.The fourth part empirically analyzes the factors affecting the paradox of participation willingness and participation behavior.Social capital,CPC membership,and economic status promote the consistency of participation willingness and participation behavior.The main findings of are as follows:(1)In China,only 32.8% of people engage in community public affairs,and only 25.5% people have actually action in community public affairs.It follows that current lack of participation and alleged political apathy can be explained largely in terms of the rational choices of citizens.(2)Promoting public participation in the supply of community public goods can improve the effectiveness of public services and increase the public satisfaction.(3)Social capital,CPC membership,and economic status have a significant positive impact on public participation in community public goods supply.The influence of social capital is manifested by social network and public trust.The influence of CPC membership and economic status can explain public take a participation action to achieve security needs,social needs,and respect and the realization of self-worth.(4)The public participation in the supply of community public goods is not a rational choice process but a bounded rationality choice.Economic factors are not the only influence and dominance factors.Public behavior is closely related to human instinct,mental state,education level,and social structure and social network.When the public decides whether to participate in the supply of community public goods or not,it is neither a complete rational choice nor altruism,but a profit-driven and emotional-driven decision based on bounded rationality.There are three potential research contributions as follow:Firstly,innovation in research perspective.Previous studies mostly based on sociology or political science to carry out the discussion of public participation,ignoring the community public participation is community public good supply.Under the background of social governance,this research studies the problem of public participation from the perspective of economic sociology,and regards public participation in the community as the public participation in the supply of public goods.Secondely,innovation in the research content.The public participation in community public goods supply are divided into participation willingness and participation behavior,and the paradox between participation willingness and behavior.The research object of this study is different from previous research.In addition,the influence factor variables are refined into social capital,party membership and economic situation.The relationship among variables is further explored.
