The modernization of higher education requires the modernization of higher education governance,in order to break through the existing institutional and institutional obstacles,release the vitality and innovation ability of higher education development,and realize the benign interaction and effective cooperation between the government,universities and society.The modernization of higher education governance is also an important part of the modernization of national governance.The overall goal of deepening reform is to improve and develop the socialist system with Chinese characteristics and to promote the modernization of national governance system and governance capacity.The key to implement the task of comprehensive reform in the field of higher education is the modernization of higher education governance.The government is the political subject in the governance of higher education,and plays a key role in promoting the modernization of higher education governance.At present,the government role in higher education governance is studied theoretically,and the practice of government governance reform in the field of higher education is focused on the function transformation.Higher education governance is a joint activity of multiple subjects on the basis of consultation and cooperation.The relationship between the subjects in higher education governance cannot be ignored.From the perspective of the relationship between the subjects of higher education governance,it is of great theoretical and practical significance to study how the government can realize a reasonable position in the process of higher education governance modernization.This paper takes the modernization of higher education governance as the time and space background,takes the government in higher education governance as the research object,and studies how the government can realize reasonable positioning in the process of higher education governance modernization from the perspective of the relationship between the main body of higher education governance.First,through theoretical analysis,it is found that the multi-agent structure of higher education governance comes from the government,universities and society.The interaction between government,University and society promotes the development of government role.The government role needs to be positioned in the main structure of higher education governance.This theory logic is proved by analyzing the role of the government in different historical periods in the higher education governance of two typical countries,the United States and France.Secondly,through comparative analysis,it is found that the government role orientation in higher education governance should be adapted to the national political system environment.Both governments in different countries attach more and more importance to the functions and functions of universities in modern society,and will adjust the relationship with universities through cultivating intermediary organizations,All will choose new tools that can reflect the modern governance concept to realize the effective cooperation of multiple subjects.Third,through historical analysis,it is found that the government role selection in the governance of higher education in China is affected by politics,economy and culture in various stages,which needs to be treated dialectically with the social development environment at that time.Meanwhile,the role of our government has always paid attention to deepening the understanding of higher education with the attitude of opening and mutual learning,and paying more and more attention to the function and value realization of modern higher education.Fourth,through the analysis of the current situation,it is found that the governance subject has changed in the process of higher education governance modernization,and put forward the expectation for the role of the government.However,the government role is in the conflict between the root of traditional concept and the germination of modern concept,the overlap of traditional administrative regulation and modern governance standard,the antagonism between traditional administrative means and modern governance tools,The reasons for these problems are the solidifying of the government's role concept,the lag of role norms and the ineffective role behavior.Fifth,the author proposes that the modern higher education governance subject structure of "government leading,University subject and social initiative" should be established in the process of higher education governance modernization.In this main structure,the government should play a leading role in three aspects: first,to improve the concept of the role of the government,to realize good governance with the concept of CO governance,including deepening the consciousness of multiple governance,strengthening the responsibility of "meta governance",and adhering to the concept of Human-oriented;Secondly,we should improve the normative system of government role and realize democracy in a collaborative way,including establishing the system with law as the core,improving the constitution construction system of colleges and universities,exploring the system of decision-making Council in Colleges and universities,perfecting the information disclosure system of higher education,creating the independent development environment of intermediary organizations and optimizing the list of rights and responsibilities of higher education;Third,we should innovate the behavior means of government role and realize efficiency in a collaborative way,including exploring the contract governance of higher education pilot,actively using data driven governance,promoting the science and democracy of government decision-making and enhancing its ability to reflect on "calibration".
