Role Of Local Government In Higher Vocational Education Resource Configuration

As an important component of higher education and another form, capacity development of higher vocational education level and highly skilled personnel of national industrial competitiveness and sustainable development capacity with a basic and pivotal role. Developing higher vocational education is an important measure to promote economic development mode shift, so the new situation of economic and social development requires us to adapt to the needs of the need to build with Chinese characteristics, world-class modern vocational education system. To build such a new system of resource distribution in vocational education is the need to solve the basic problem, and further, the government in the configuration process of higher vocational education should play a role and the role can not be ignored is a problem.Within five chapters, by studying the related literature retrieval and research from the point of the background and significance of the “resources allocation of the higher vocational education”, this paper takes analysis on the position and role of the governments for the higher vocational education and also studies the problems and the prospects of the higher vocational education. The corresponding analysis of this paper is from phenomenon to essence, from original intention to status quo and from theory to practice, which brings a broad vision, a deep analysis and a sufficient argument to the paper.This paper provides a reference in theory, policy and practice fields for the resources allocation of the higher vocational colleges and local government transforming their functions and effectively playing a role of promoting and pushing the development of the resources allocation of the higher vocational education.In this paper, there are a total of five chapters. The first “introduction” chapter contains “the research background and the significance”, “the theoretical basis” and “the research at home and abroad”. In the second chapter, the research defines the relevant concepts and review over four aspects: “connotation and characteristics of higher vocational education resources”, “the connotation of higher vocational education resources allocation and the target”, “the review of the transformation of the way that the government allocates the higher vocational education resources” and “the review of the local government function”. The third chapter is the focus of this article. TakingSichuan province as an example, it analyzes the present status and the problems of the local governments in the higher vocational education resources allocation. And it concentrates on the comprehensive analysis of the governing form and the means of allocating higher vocational education resources by the local government. The forth chapter in this paper provides the optimizing strategy for the local governments efficiently playing their roles in the higher vocational education resources allocation.
