A Study About Government’s Role In Information Resources Sharing Of Higher Education

Information resources of higher education are one kind of social resources, it’s most important characteristic is sharing. No matter from the point of complementary advantages, balanced education or from the perspective of resource conservation, the information resources sharing of higher education is an important route of higher education, both at home and abroad have attached great importance to higher education information resources sharing.Information resource of higher education is one kind of quasi public product, its sharing involves a variety of subjects. Government, universities, market, organization of experts builds a cooperative-network together and constructs the resource-sharing mechanism. The role of government departments can most widely affect other subjects, and decide the effect of higher education information resources sharing. Government departments in the allocation of higher education information resource sharing activities, must consider the basic characteristics of higher education information resources, so to make the effective guidance of resources sharing itself; on the other hand, government have to play a public governance function, relationship between other subjects who related to resource sharing.This paper analyses basic theory of government’s role in higher education information resource sharing, and clarify the relevant subjects relationship, puts forward the real role of the government. Analysis the bug of government’s role, such as the guidance role is not in place, lack of assessment and supervision, the absence of coordination role and so on. To define government’s role boundary, government should solve the market failure and government failure. By strengthening the guidance role, strengthen coordination function; improve the assessment and monitoring mechanism, creating as participation mechanism of producers and consumers is the path to build the reasonable role of government.This paper takes an example of Hunan province regional higher education information resources sharing, study on the bug of government’s role from a practical point of view, so that to put forward some reasonable suggestions.
