A Theoretical Study On The Construction Of CPC Style

The CPC's work style construction theory is a crucial part of the overall theory of party construction.In the past 100 years,the Party has made requirements on the content and path of work style construction,summarized experiences and mistakes,and revealed operations and laws.This has tremendous historical and practical values in three dimensions,i.e.theory,academia and practice.On the one hand,it adds new contents to the Marxist theory of party construction,creates a new path for the sustainable development of the international communist movement,and provides a new guide for the practice of the work style construction of Marxist parties.On the other hand,it forms a series of concepts of work style construction theory,puts forward multiple propositions,constructs its discursive methods,and refines its main contents.All these contribute to the response to the complex world changes unseen in a century,the cohesion of forces to accomplish the task of reform,development and stability,and the reform and innovation of the path of party construction.The past 100 years have witnessed the continuous practice of CPC's work style construction and the constant efforts of successive CPC leaders.This prompts the Party,in its work style construction,to draw on Marxist theory,refer to its own major experiences in practice,and learn from China's fine traditional culture and other parties' governance cultures.After the service on the theme of national and people's liberation from 1921 to 1949,it developed the "3+2" work style construction theory while proposing the concept of "work style".After the service on the theme of consolidation of the socialist system and socialist construction from 1950 to 1977,it established the basic direction of work style construction of the ruling party.After the service on the theme of reform and opening up and development of a socialist market economy from1978 to 2012,it recovered the ideological line of seeking truth from facts and formed the basic theory of "five styles" construction.After 10 years of service on the theme of "two centennial goals" from 2013 to the present,it has developed the core of work style construction theory,enriched its content,and returned to the original intention of putting the people at the center.In the past 100 years,the practice of CPC's work style construction has made three historical leaps,i.e.,from movement to activity and then to theme.Accordingly,there are three historical leaps in its theory,i.e.,Mao Zedong's work style construction thought,Deng Xiaoping,Jiang Zemin and Hu Jintao's work style construction theory,and Xi Jinping's discourse on work style construction.These 100 years saw the proposal and formation,persistence and development,recovery and improvement,deepening and expansion of the work style construction theory of Marxist parties with Chinese characteristics,style and temperament.During this period,the CPC formed and perfected the main elements of work style construction theory in its leadership of the "two great revolutions",such as adhering to the ideological line in ideological style construction,emphasizing the connection between theory and practice in the construction of academic style,literary style and meeting style,insisting on democratic centralism in leadership style construction,keeping close party-masses relations in work style construction,and upholding the "two musts" in lifestyle construction.Moreover,there are basic requirements for work style construction,such as taking close party-masses relations as the core,promoting good practices and traditions as the basis,combating corruption as the focus,"public and private" as the measure,and establishing and improving systems as the guarantee,etc.The great practice of improving the Party's style of work in the past100 years has not only formed a theory of improving the Party's style of work that is consistent with Marxist Theory of Party building,socialism with Chinese characteristics,and the construction of the ruling party,especially the long-term construction of the ruling party,but also accumulated rich and valuable experience.In improving the Party's style of work,we must adhere to the Leadership of the Party,take political improvement as the foundation,keep our original mission firmly in mind,integrate education with punishment,transform and develop in a creative way,and focus on the key minority.These six principles are not only important experience but also important theories for the 100 years of style construction.The Party's style governance has a hundred-year history,especially since the 18 th CPC National Congress.The crackdown on undesirable styles has made considerable achievements in curbing unhealthy practices,overcoming inherent problems,eliminating hidden dangers within the Party,and innovating the work style construction theory of the long-term ruling party.However,due to their stubbornness and complexity,i.e.,easy to grow,change and melt,unhealthy practices have not been completely removed and occur from time to time.The retention of root causes and the soil lead to the intertwining of bad practices and corruption,resulting in a severe and complex situation.Therefore,work style construction should be continuously promoted.Chinese Communists should stand at the new height of long-term ruling party construction and the new stage of era development,and adhere to the short-term goal of "three nos"(dare not,can not,do not want to engage in improper practices),the medium-term goal of "three orientations"(standardization,scientization,modernization),and the long-term goal of building the CPC into "the world's most powerful political party".They should focus on long-term governance,establish the concept of systemic governance,address both the symptoms and root causes,follow the laws of work style construction,and put the Party's work at the center.They should correct formalism and bureaucracy in a problem-and goal-oriented manner,get rid of the anti-privilege system built by feudal privileging ideology,and combat "petty corruption" to rectify the bad practices around the masses.Also,they should learn from the excellent traditional culture and the governance culture of foreign political parties,establish a sound system of "four modernizations" based on the rule of law thinking,and continue to work arduously to ensure the CPC's long-term governance and the country's prolonged stability.This paper focuses on the CPC's work style construction theory,as despite extensive academic discussion,further research is required in light of the status quo and existing theories of work style construction.In addition,existing research is mostly one-sided,individual,practical,or a combination of practice and theory,but rarely systematic and specific.According to the practical needs of style construction,systematic study of its theory is made to form a relatively integrated theoretical system,which can provide theoretical and theoretical reference for the practice of style construction.This paper is a combination of "general overview and case study,macro framework and micro investigation,action experience and theory sublimation".It consists of three parts.Part I provides background support,a theoretical foundation and a logical starting point from the perspective of history and reality,which is the antecedent and logical basis of the paper.Part II provides ideological support by probing into the content and requirements of work style construction from the perspective of theory,which is the "core" and "soul" of this paper.Part III identifies the challenges,goals and paths of the CPC's work style construction from the interaction between theory and practice,which is the practical gist of the paper.This paper makes innovations in three aspects.First,it systematically reviews the course of work style construction in the past 100 years.The CPC's work style construction is broken down into four historical stages,each in a neat "five-word structure".Second,it provides a holistic overview of five aspects of work style construction theory.The theory of work style construction is placed in the overall layout of party building in the new era to generalize its importance,main contents and basic requirements,so as to mirror it and makes it three-dimensional.Third,it constructs the three goal systems of work style construction.The short,medium and long-term goals of CPC's work style construction are preliminarily constructed,thus laying a foundation for the further improvement of CPC's work style construction quality.
